Thursday September Classifieds By MICHELLE MITTELSTADT Associated Press Writer WASHINGTON AP With Congress poised to diwy up among I states the huge pot of federal Medicaid I dollars Texas Gov George W Bush I hit Capitol Hill to lobby GOP leaders I for a funding formula that will treat I highgrowth states fairly I And the Republican governor also I reiterated his call that the GOPled I Congress should avoid hamstringing Istzjte leaders by attaching new man I dates to the federal money I JA nightmare scenario is an unfair I funding formula and no I Bush told reporters Wednesday morn I ing after a closed breakfast with mem Ibers of the Texas congressional dele Igation During the day he and several other GOP governors met with Repub lican House leaders and committee chairmen The Medicaid issue coming on the heels of a contentious welfare debate snarled partially because of a fight over how to distribute dollars to states looms large because of the size of the massive program This year the Texas Medicaid pro gram amounts to billion of which billion is coming from Washing ton The federal government projects that Texas will spend billion next year on health care for the poor of which billion is in federal dollars Im concerned about it because this is a massive part of our Bush said Congressional Republicans are seek ing to reduce Medicaid spending by 182 billion over the next seven years In an effort to do so they are proposing turning over the program to states in exchange for lumpsum block grants Sen Kay Bailey Hutchison R Texas is seeking to modify the block grant formula by including a growth factor helping states with significant population growth She comes to the table flush from her success as chief negotiator for a coali tion of Sunbelt and other highgrowth state senators who temporarily side tracked welfare reform in search of funding equity in the block granting of the Aid to Families with Dependent Children program As with AFDC Mrs Hutchison is proposing that all states be frozen at current levels of Medicaid funding But she wants to target the 4 percent annual Medicaid growth rate built into the GOP budget to Texas and other states rapidly gaining population Texas Today Texas Takes Three Cases to Mexican Authorities IAUSTIN AP Texas officials have presented three murder cases to Mexican authorities for prosecution Attorney General Dan Morales says Morales said the cases are from Hidalgo Starr and Val Verde court ties In each case the suspects are known or believed to be in Mexico frontera border cannot be a finish line to Morales said in i statement issued Wednesday prosecution of these individu als in Mexico would benefit both coun trjes Texas is following these cases into Mexico and the Mexican gov By Federal Election Commission WASHINGTON AP Texas Congressman Charlie Wilson has been slapped with the largest fine ever assessed by the Federal Election Com mission against a House member for 15 violations of federal election law The campaign committee of the IJufkin Democrat who is serving his term in Congress has paid in fines the FEC said Wednesday The fines were paid by The Wilson Committee in three installments Wilson said any violations made by his campaign were honest mistakes Based on the commissions con clusion that no intentional wrongdoing occurred the committee decided to accept the settlement rather than expend the resources that further FEC proceedings would have he said in a written statement Wednes day evening In fact a 10page conciliation agree ment signed by attorneys for Wilsons committee and the FEC states on the first page The commission found reason to believe The Wilson Com mittee and its treasurer knowingly and willfully violated federal elec tion Responsible WASHINGTON AP The Sen ate Ethics Committees recommenda tion that Sen Bob Packwood be expelled represents a reasoned and responsible step forward in the ethics says one of the Senates eight
