   New Braunfels Herald-Zeitung (Newspaper) - June 11, 1995, New Braunfels, Texas                                Sunday June A City and county move closer to agreements for Eikel Field and Faust Street Bridge By DENISE DZIUK Staff Writer Comal County Commissioners Court held a special meeting Thurs day with the city council and staff members to discuss possible agree ments between the two entities allow ing projects to be completed on Eikel and the Faust Street Bridge 1 Residents near Eikel Field expressed a desire to improve the park in the area These improvements include a playscapc a picnic area and a hike and bike trail Comal County and the City of New Braunfels are working together on these developments The city owns the land but is willing to ihatch funds provided by the county allow the county to develop the The county applied for a grant from exas Parks and Wildlife Department io help pay for this park along with creating a park on land just south of the Canyon Dam However Eikel Field had to be removed from the application due to the fact that the county cannot develop land it does not own The Faust Street Bridge Project is a plan to restore the bridge crossing the Guadalupc River Currently the large metal bridge joining the mill area and a residential area is closed and has been for many years The Texas Department of Transportation awarded the county a grant to refurbish and reopen the bridge as a pedestrian and bike crossing Tom Hornseth County Engineer said completing the project would require an agreement with the city because the right of ways up to the bridge and under it are under the citys control He said completion of the pro ject would require the county to improve and use the citys land for parking lights and signs Itsvery encouraging to see this kind of cooperation between the coun ty and the city This kind of thing has gone on in the past it just wasnt said Commissioner Evans Evans suggested that a solution to the projects completion may simply be one of support The county should take the lead on the Faust Street Bridge pro ject The city should be supportive and have a vested interest in the bridge and then they will lead in the Eikel Field Project he said County Judge Carter Casteel said that once the bridge is complete the county may want the city to run and maintain it Mike Shands City Man ager said that doing so would increase the expenses of the city However Cas teel said the county would probably be willing to share the expenses of run ning it with the city One problem the city and county may incur is in the parks department Manpower and money is already being spread thin and undertaking a project like this will pull the department in even more directions said David What ley Director of Parks and Wildlife The commissioners have agreed to allow their staff to meet with the citys in an attempt to work out a draft of an agreement City Council members pre sent said they would take the issue before the entire council for a decision on whether the two staffs should begin a draft or if more discussion between the two entities needs to occur There is definitely a strong desire on both parts to work Staff Writer Jesse Garcia Park will be a cooler and prettier place thanks to the Opti Club Optimists planted three oak trees there Monday The Optimists have set aside June 5 1995 as Optimists in Action Day when they remind the community of all the services the Optimist Club does for area youth This gift is especially thoughtful because area clubs sometimes over look smaller neighborhood parks the trees Parks and Recreation workers did the actual planting The city council gave Jesse Garcia Park its name Dec 14 1992 in honor of Jesse Garcia Garcia dedicated much of his life to the youth of New Braun fels He was active in Little League and sewed as vice president of the Alamo Area Scout Council Garcia was recognized during his lifetime with the Order of the Arrow and Silver Beaver awards The Cham ber of Commerce gave him its Presi dents Award for Youth Development New Braunfels High School honored Garcia with its Silver Unicom Award for Youth Development Garcias widow Lucille Garcia car ries on the family tradition of commu nity service She has given her time to the Red Cross for more than 25 years The PTA has named her a life time member in honor of her service Lucille Garcia
