Papers held recently Texas Briefs Jury Selection Reform In Trouble AUSTIN AP Lt Gov Bob Bul lock has said he is skeptical that a bill to reform the states judicial selection process would pass His statements coincided with those of two Texas Supreme Court justices who told a Senate committee Tues day that the selection system lacks racial balance and is overly politicized The comments concerned a bill by Sen Rodney Ellis DHouston that would institute nonpartisan elections for state district judges and guberna torial appointment of appellate court judges Supporters say the change is neces sary to develop a more racially and ethnically diverse judiciary and to end the partisan system under which jus tices are currently selected Fired Security Guard Sues Former Employer DALLAS AP A were said William C Isbell Fleischers attorney By SUSAN FLYNT ENGLAND Staff Writer Justice for Kirk Wayne McBride and his alleged victim was delayed one more time yesterday in Comal County District Court Judge Charles L Ramsay rejected 30year plea bargain agreed to by McBride and Special Prosecutor William J gibbons and sentenced McBride to a four concurrent 60 year sentences on three counts of aggravat ed sexual assault and one count of aggravated kidnapping Chief Deputy District Clerk Mark Mault said McBride withdrew his guilty plea yesterday morning Mault said Now the process starts completely from he said McBride will be brought to a new jury trial Gibbons recommended a 30 year sentence when McBride entered a guilty plea March 21 1995 before Judge Ramsay McBride was convicted on the same charges in Aug 1990 and sentenced to four 99year sentences according to court records The original case was appealed and the verdict overturned in appeals court because the prosecu tor had gathered some evidence improperly A full trial had been planned for March 21 but Gibbons offered the plea bargain close to the court date Gibbons resigned from the case after yesterdays sentencing The judge will select a new special prosecutor for upcoming jury trial Mault said Paper work for the selection process is han dled by the District Attorneys office he said Preparing for another trial
