by the County Judge to convince the tax payers of Comal County that they will get a tax decrease if the Comal county judges budget MtM proposal for 1995 is passed The line Cfaigmile she is using is the same line the politicians in Washing ton and Austin use The truth is that the County Judge is proposing a tax rate of cents per valuation The effec tive tax rate for Comal County as calculated by the county tax asses is cents per hun dred dollars valuation You the taxpayer of Comal Coun ty will actually be hit with a cents per valuation increase In Comal County a one cent per valuation amounts to approximately in tax revenue to the coun ty Taxpayers look at the appraised value of your property did it go up Appraisal values for Comal County went UP by percent of which percent is new construction and percent is increased property value The county judge is proposing to spend million dollars out of reserves Taxpayers if you spend from reserves it must be replaced to remain fiscally sound That amounts to approximately 5 cents per valuation of the tax rate Taxpayers of Comal County you have an opportunity in the next two weeks to voice your opinion on the county budget This tax and spend trend can be reversed but only if you get involved Let all elected officials know that responding to special interests is not what you want from county government Federal and state everyone with perhaps the month of July free would produce better edu cated children and young adults Many European schools use this plan plus onehalf day of school on Against The proposed yearround school plan would only include primary and elementary schools The middle school and high school would keep the same schedule This would hurt families with children in different schools We need new schools and more room We need to promote the family vote for the bond I have four children Yearround school would mean different schedules and we will not be able to plan family trips and special times Yearround school is a temporary solution and they will have to build new schools eventually The tax rate will be high er for yearround school than for bond Moore has served with integrity Dear Editor Media reports the past week con cerning the request for resignation of Barry Moore city attorney were dis turbing For the past ten years Mr Moore has served our city with a high degree of integrity and skill Our city has a man of high moral principle family values a leader in church school and civic organiza tions For nearly a decade he has worked with many different personalities in our city government and more con flicts and power struggles than most people see in a career Our mayor and several council members have chosen the media to evaluate Mr Moores performance Most well run businesses would have the courtesy and professionalism to voice concerns in private provide regular feedback on job performance using facts and give employees an opportunity to discuss This leads to progress and team harmony Our city government although sometimes disguised as politics and an avenue to boost egos by seeking radio and newspaper publicity is run ning a business a multimillion dollar business the largest in Comal County Open meetings act violation Probably so Management decision Not only a poor decision but one without the support of the council Assertiveness Very vague Lack of or too much Give us some details and factual information Our mayor made an unprofessional remark basically a cheap shot As tax paving citizens of New Braunfels we all should take stock in our business and be thankful for quality professionals like Barry Moore and not be misled by people that do not have their ducks in row and do not practice courtesy respect and ethical leadership HubGreenlees New Braunfels Spring flows should be accurate Dear Editor This letter is in response to Mr Lee Osburns comments in the Wednesday Aug 10 HeraldZeitung To begin with Mr Osburns point is well taken and I want to assure him that something being done about his concerns regarding spring flow measurements Several months ago I expressed a similar concern to our staff at the Edwards Underground Water Dis trict EUWD and began to look into the matter With the present interest in the Aquifer numbers have become increasingly significant particularly when talking about recharge pump ing spring flow and trigger levels of the Demand Management Plan In all of Judge Bunions rulings spring flows are generally expressed as cubic feet per second The EUWD is currently revising its DMP so that the trigger levels will be expressed in cfs However these changes cannot become effective until hearing are held within the Dis trict later this year In the mean time the EUWD in conjunction with the Geological Service is installing in Comal County two new gauging stations one on Blieders Creek and the other on the Dry Comal Creek The one station now in existence is on the Comal River between the chute and bridge stinky With these three gauging stations spring flows can then be accurately mea sured by taking the Comal River reading minus the readings inflows of Blieders and Dry Comal Creeks We expect the new gauging stations to be constructed by November 1994 The data will be telemetered to the EUWD to provide information to the judge and the public in real time The spring flows measured in cfs will be accurate and in conceit with the units used by Judge Bunion and the Aquifer Monitor thus relieving reliance on correlations with the J17 well located in Bexar County I will say in defense of the J17 well correlations with Comal spring flows that the values calculated pro vided us with reasonably accurate information over the years However under present conditions we demand the most
