The Court decided to table a motion whether to renew their contract with the McKenna health plan until commissioners could consider other options or better review the plan. County Treasurer Bait Bartholomew explained cost increases under foe plan and others as opposed to what employees currently pay. He also gave the court a view of changes or trends in insurance rates. Frank Witting of Witting and Miller insurance explained several items under the current plan and explained options of a self-insured plan when asked. Witting said he favored a self-insured plan by bodies such as a county hut only when it is done correctly. The court also heard a report by County Engineer Tom Homseth regarding toad crossing permit fees. Currently, foe county requires a pemiit from utility companies such as water, electric, gas and telephone when they cut across county raids. "This tells us where they are making crossings, we can inspect the work involved and make sure it's done right,” he said. The county has been issuing permits since the 1960s, however Homseth sifted commissioners why the county in 1978 started charging only w*er companies the $4 per linear foot permit fee and excluded the other utility companies.
