and Betsey Phillips Kuempel honored by business organization State Representative Edmund Kuempel RSeguin was given the Leader of Excellence award by the Free Enterprise PAC for his work dur ing the 73rd Legislative Session Kuempel was recognized for his conservative legislative voting record by the group and was nominated for the Free Enterprise PACs 1993 Texas Ten award many y ears the Free
