If approved by the New Braunfels City Council, this adjustment would leave NBU with no revenue increase for its electricity budget. Another option that would have added $403,217 in revenue and raised rates by an overall 1.12 percent was bypassed by the board. By not asking the City Council for an overall increase, “we are going further and further oui on a limb, and in a year or two when we need a little increase, we’re going lo need it badly,” board Vice President Robert Ort said. The proposal approved by the board would not raise the electric billa of the average residence and small business. Meanwhile, “large general service” customers such as big grocery stores would average a .51 percent decrease, and average charges to    “large    power- distribution" customers such as WestPoint Pepperell would drop 2 percent. Electricity customers who use less than the average would pay smaller rates than the average, and those who use more would pay higher rates. NBU General Manager Bob Sohn said one of the reasons for the rate changes was the elimination of “power cost adjustments." These were rate increases levied by NBU’s power supplier, the Lower Colo!ado River Authority, which were passed on to customers. He said the LCRA has declared a moratorium on these increases, and “we’ve taken those costs from LCRA and folded them into the rates now.” DEAR ABBY: Three years ago, I lent my daughter and her husband $35,000 so they could purchase a home. DEAR ABBY: You often hear from people who feel trapped into “competitive grandparenting." feeling they must match the in-law s gift for gift. The same sort of competition can develop between parents and stepparents. The kids encourage it because of all the goodies they get. I recently heard my mother deal with the issue in a wonderful way, My sister’s 5-year-old was visiting my mother and asked. “Are you going to take me to the toy store? Grandma Johnson always does." I was horrified because my parents are nowhere near as well off as the “Johnsons." But Mother didn t get defensive.
