back behind closed doors Monday night to discuss an independent investigation concerning allegations of wrong doing against the city manager and council According to an agenda posted at a special council meeting is scheduled for Monday in the meeting room of the New Braunfels Municipal 424 Castell The meeting will open with an executive closed to the to dis cuss personnel matters city manager and City Council members then will reconvene in open session for formal action on hiring an independent investigator or requesting an investigation by a public agency regarding allegations against the
