New Braunfels Herald Zeitung (Newspaper) - July 19, 1991, New Braunfels, Texas Religious Focus Page 6AHerald-Zdtung, New Braunfels, Texas Friday, July 19, 1991Religious leaders oppose taxes By ROBERT STEWART Staff Writer A group of religious leaders from across Texas is calling for a corporate and personal income tax, along with a reduction in property and sales tax, to generate new revenues. “Applauding recent efforts of elected officials to cooperate with Comptroller John Sharp’s detailed and helpful audit of state functions, we see the long-term need for a method of financing our state government that is fair for all people,” said the Rev. Frank H. Dietz, executive director of the Texas Conference of Churches. “We recognize that this is a difficult and unpopular political decision. However, our children, health and future arc worth the investment.” The group is the Texas Conference of Churches which is working with Texas IMPACT, a lobbying organization supported by churches and private members that promotes human services and religious issues, according to Sue Thornton, director of Texas IMPACT. “We’re a religious-affiliated public policy group and our primary emphasis is in directing the state’s resources to more adequately meet human needs,” Thornton said. “Until we have a stable revenue base for Texas Government, we will never be able to meet adequately the needs of our state.” “The resolution calls for tax reform and supports the income tax as the most fair and non-rcgressive way to go about tax reform,” Thornton said. “We’re also calling for officials to reduce excessively high state sales taxes as well as property taxes." The resolution calls on elected officials to “seek a most equitable solution to the revenue shortages confronting our public systems of education, criminal justice, health and human services through progressive sources of income.” The group wants a tax and social welfare policy that shifts financial burdens away from property and sales taxes that they feel unfairly overtax the poor. The church leaders also want to avoid any system that relics on state-sponsored gambling such as a lottery. “The federal government in recent years has been passing down mandates to all of the states to provide more services for folks but they have not been passing down the dollars that accompany those increased services, Thornton said. “So all states including Texas are having to pick up the price tag for the feds. That is a big part of why taxes are going up. Even if we did not institute a personal income tax, there would sun have to be tax increases in other areas. What we’re calling for is a reform of the entire system.” Texas IMPACT has worked for several years now against the lottery, Thornton said. “We feel like that is a very regressive tax measure and a business that the state should not be in,” she said. The Rev. Daryl C. Higgins of the First Protestant Church in New Braunfels is against a lottery and state income tax. “Personally, I’m opposed to an income tax and a lottery. I believe the TCC is on the right track in asking for reforms but I feel an income tax would be detrimental to the business climate in the state,” Higgins said. “ We need to cut more spending — cut the fat in state government. The state of Texas could take a lesson from New Braunfels and Comal County in good management and providing services.” Higgins said his church supports the TCC and the Rev. Dietz but that he is personally opposed to an income tax and vehemently opposed to a state lottery. “I’ve lived in California and seen that a lottery does no good,” Higgins said. “California is in worse shape than ever.” Chance meetings Did you see the woman on the news last Saturday night whose house had been broken into half a dozen times? She lived alone, and must have been 70. Her back yard was an overgrown and junky invitation to any thief. Well, her neighbors brought some friends over plus chain saws, weed eaters and mowers and spent all day Saturday cleaning up and making life safer for her. Someone even installed an alarm system in her home. For nothing. The news team filmed them working and even interviewed a few of them. They seemed genuinely concerned for the woman. The i the reporter turned to the woman h ‘rsclf and asked, “What do you have to say about this?” Her response was classic. “I don’t know that it will help. They might find another way in. We will just have to see.” That’s it. It made me mad. I turned to Beckie and said, “Unbelievable!” I ragged onBy the Rev. Kenny Wood the woman pretty hard. Then I saw myself in her. I remembered the times when my own fears of what might happen cut me off from appreciating the good things around me. I am a pro at playing “What if...” Like “What if it doesn’t work?” or “What if they don’t like me?” or “What if I fail?” It’s a dead end game. The best antidote for fear-of-the-future is gratitude. Being thankful for what you have rather than what you might lose. Here’s a prescription for those of us who are hogtied by the future.
