The people of New Braunfels share this common hope. However, due to many different elements, this ideal society is not possible. Nevertheless, this dream of a safe city must not be abandoned for it is a proven fact that crimes are preventable and crime rates can be reduced. Community spirit, people helping people and common goals can control crimes. A safer city can become a reality. The Mission of the Safe City Commission: SAFER CITY THROUGH A REDUCTION OF CRIME. Goals of the Safe City Commission: 1. To identify specific criminal activity and seek a viable solution to such. 2. To establish City wide goals and programs to reduce and minimize crime. 3. To establish a City wide network of information and education about crime prevention programs and community goals. 4.    To    seek    the cooperation of local and State elected officials in the fight against identified crimes. 5.    To    open    lines of communication and cooperation with all citizens by creating Neighborhood Watch    Zones    throughout    the    City. 6.    To    create a City wide emphasis of being proud to participate in the City of New Braunfels’ efforts    to    make    the    City    a safer    place to live and visit. 7.    To    keep    all activities of this program free from political campaign and issues. WHAT IS A NEIGHBORHOOD WATCH?... A crime prevention program designed to reduce neighborhood crime. It combines two areas of citizens’ responsibility; I. action taken by you calling the police during or after the act of a crime or suspicious activity; and, 2. action taken by improving the security of your home. Neighborhood Watch has proved to be an effective means for getting citizens to take positive steps to protect themselves and their neighbors against crime. The actions required to make a neighborhood safe from burglars also reduces the possibilities of street assaults, rape, street robberies and aas of vandalism. Awareness and involvement are keys to the success of a Neighborhood Watch. A watchful neighborhood with minimum crime is a more peaceful, secure and safe place in which to live. If security and safety have disappeared from your neighborhood, please realize you can change it for the better if you are willing to get involved and form a Neighborhood Watch. A Neighborhood Watch Program will make you feel more secure, safe and in control of your life. PLEASE TAKE ACTION NOW ...We encourage you to contact the SAFE CITY COMMISSION DIRECTOR, MIKE GRIST AT 625-3425 for information to start or re-activate a Neighborhood Watch in your area. In addition, if you desire information on SAFE CITY COMMISSION aaivities, please call the same number. We will work with you in helping to develop a Neighborhood Watch and other activities to reduce crime in our community. The Safe City Commission is a program which will live or die through its citizen support. The citizens of New Braunfels must understand that the program is one in which they, and they alone, will benefit. The Safe City Commission has the ability to be utilized in any location, city, county, or statewide. The effort is designed to bring citizens, friends and neighbors, together with the Police Department, and elected officials in a City wide crime prevention effort. Neighbors helping neighbors, citizens and Police officers, working hand in hand, face to face, toward a safer New Braunfels, will be a reality through the efforts and commitment of the people of New Braunfels and of the Safe City Commission. Consumer Tips Door-to-Door salespeople are prohibited by local ordinance #89-27 from soliciting at a residence or business where a “No Solicitors” notice is posted at or near the entrance. Solicitors may not attempt to collect money or property or take orders for merchandise (including show tickets or books of coupons to be traded in for goods or services). If an unwanted salesperson refuses to leave after having seen the posted notice, the resident or business owner may call the police department for assistance. Residents who elect to allow solicitation at their homes are additionally protected by both State and Federal law against unscrupulous salespeople. Since these sales are often made under pressure, a “cooling-off’ period offers the purchaser time to reconsider. The Texas Home Solicitation Sales Act provides three (3) days to cancel a purchase of goods, insurance or services over $25.00. Both the “sales pitch” and actual purchase must be made in the purchaser’s home. If negotiations arc begun at the seller’s place of business, the resident is not protected, even if the contraa is signed and payment made in the home. Federal law offers additional protection by allowing three days to cancel when the sales pitch and purchase are made anywhere besides seller’s place of business. Under Texas law, real estate purchases over S 100.00 may be canceled when the sales pitch and purchase made in the home of the purchaser. The law docs not apply when the buyer is represented by a lawyer or if a broker helps negotiate the sale. Some real estate transactions made away from home may be canceled; a lawyer can advise which ones. The purchaser must provide written notice of cancellation to the seller’s business address by midnight of the third business day following the transaction. All door-to-door salespeople are required by law to provide purchasers with a Notice of Cancellation form and lo inform them of their nghi lo cancel. Tile form must contain the company’s name and address and date of sale. It is a good idea to mail the notice certified mail, return receipt requested and retain a copy for your records. The seller must refund all money, return any documents signed by purchaser and anything traded in within ten (IO) days of receipt of cancellation request. During this period he must also indicate if he wants to pick up the merchandise or leave it with purchaser. There is no obligation to ship the goods back to sell tr, only to make them available at the residence If the seller does not ask for the merchandise within twenty (20) days, it is the purchaser’s to keep. If he does want it, the purchaser must take good care of it until it is picked up. Neither Federal nor State law apply lo mail or telephone sales or to sales made in connection with immediate personal emergencies. Fire Prevention Bureau In August of 1989, the New Braunfels Fire Department Prevention Bureau created and implemented an Environmental Inspection Program. Operating within the city limits of New Braunfels, the program was developed in an effort to insure ordinance compliance concerning the overgrowth of Grass, Weeds, Brush and the accumulation of Trash. One of our goals in this program is to try to make the citizens of New Braunfels aware of the potential hazards associated with these conditions. Keeping your grass, weeds, and brush trimmed back serves more than just making your property look better. It also is a way to lessen the possibility of a grass or brush fire. Grass and brush fire whether located in an unpopulated rural area or a heavily populated residential area can be hostile in nature. If the fire has a sufficient amount of grass or weeds to bum it can spread very rapidly and cause severe damage if not total destruction. Many structures, fences and other types of property have fallen victim to what started out as an insignificant grass fire. Keeping grass and weeds cut to a height of less than twelve inches reduces the amount of fuel available and the potential for a fire to become out of control. Another advantage of keeping your grass and weeds cut back and trimmed is that you lessen the possibility of your property becoming infested with unwanted rodents, snakes, and fire ants to some degree. This is a benefit that we all can appreciate. By reducing the possibility of infestation by these undesirables, you increase the personal health aspect of your surroundings. The danger of snake bites and other health concerns would be greatly reduced if there was no inviting habitat for them. It is clearly a benefit to you the property owner to keep your property in a fashion that not only looks appealing but also reduces the risk of accidents involving fire and health. You work too hard for the property you own. And the health of you and your family members is priceless. Lieutenant, John Hcrbcr Fire Inspector Summer Vacation Tips Dear Resident: As summer nears, we know that many of you will be taking a vacation. In order to make it as pleasant and worry-frcc as possible, the Safe City Commission has compiled a list of helpful hints. * Notify the Post Office to hold your mail or make arrangements to have a neighbor pick it up. * Notify your ncwscarricr to discontinnue newspaper deliveries. * Unplug your telephone or make sure the message for your answering machine docs not say you’re not home. * Notify the New Braunfels Police Department so they can have the patrol officer in your arca keep a close watch on your property. * Leave a key with your neighbor and have him check your house regularly. Ask him to rc-adjust your drapes and turn lights on and off at different limes. * Throw away trash. Make sure lids on all flammable liquids, like paint or gasoline, arc tightly scaled. * Turn off gas water heaters and unplug as many major appliances as possible. * lf you have valuables in the house, take them to your bank for storage in a safe deposit vault. Deposit extra cash in your bank account. * Make sure any broken windows, door locks or window locks arc repaired. * Move all ladders, tools, lawn implements, garbage cans and yard furniture to your garage, basement or storage shed. * lf you have a gas grill, make sure it is turned off    at    the    bottle. * Before leaving, water and mow the lawn. Arrange for the lawn to be kept if you are going to be out of town for an extended period. If you have further questions, please call the    Safe City    Commission at 625-3425 or come by 424 S.
