Four of the Five were hospitalized at West Texas hospitals following the early Thursday blast near Lefors, about 15 miles southeast of Pampa and 50 miles northeast of Amarillo. The booster station was undergoing maintenance work when the explosion occurred, according to a Phillips news release issued late Thursday, Phillips officials also stated that the cause of the explosion was still unknown. The plant, which authorities said transfers gas to larger transport lines, cut off supplies after the explosion. (Photo by Erik Karlsson) AUSTIN (AP) — If a politician votes to create a state income tax, is he committing political suicide? “I hope so,” says Jack Rains, former GOP gubernatorial candidate. Rains and other Republicans are blasting Lt. Gov. Bob Bullock's income tax push, charging that that the deck is stacked for a special study committee to recommend the controversial levy. ‘‘It’s the same old tax-and-spend, tax-and-spend, with no interest in efficiency in government,” state GOP Chairman Fred Meyer said Thursday. Rains and another former GOP gubernatorial hopeful, Kent Hance, predicted that Democratic Gov. Ann Richards’ special tax task force would recommend the income tax. ‘‘They will come back and say, ‘We don’t like it but this state needs an income tax,’” Rains said. “There’s one absolute truth that never changes: government will expand and spend every nickel they can lay their hands on.” Hance, who based his unsuccessful 1990 campaign on an anti-income tax pledge, agreed. “There’s going to be tremendous pressure for an income tax. Just look at that committee ... I feel confident they are going to come out for an income tax,” Hance said. Richards’ staff denied the charge. Gubernatorial press secretary Bill Cryer said the task force will conduct an objective review of all state taxes and fees — with no predetermined course of action. The panel is to report by July I. “With (Republican) John Connally as chairman, and business leaders and local officials on that committee. I think it is probably the most balanced group you could find,” Cryer said. “Their charge is very straightforward. There is no hidden agenda,” he said. Bullock, a Democrat, stunned many legislators by declaring that he would lead a campaign to create both personal and corporate income taxes. He proposed a 5 percent personal income tax and an 8 percent corporate levy that would raise about $8 billion in 1992-93. He said the levy should be accompanied by rollbacks in school property taxes and repeal of the corporate franchise tax.
