Market declines NEW YORK (AP) — The stock market declined broadly today under the weight of disappointing inflation news. The Dow Jones average of 30 industrials fell 24.26 points to 2,907.92 in the first half hour of trading. A preliminary check of Atlantis and Columbia uncovered chipped paint on the hinges but no cracks, launch director Boh Sicck said Tuesday. Both shuttles will be examined more thoroughly, however, and their inspection records will be reviewed. “We don’t have any reason to believe it’s due to age or it’s generic,” Sicck said. “What we would hope to find is something unique in the history of the Discovery processing that could pinpoint when this happened and why it happened.” As engineers assessed the problem, Discovery’s seven astronauts proceeded as planned with a two-day countdown demonstration test that ends today. Vice President Dan Quay-lc also was to meet with the crew briefly during a visit to Kennedy Space Center. Engineers initially feared all three spaceships had cracks similar to the 2-inch-long gouges on two of Discovery’s four door hinges. Each of the two flapper doors, located on the belly of the shultlc, has two aluminum hinges. The doors arc supposed to close once the external fuel tank drops off shortly after liftoff, lf the doors arc not scaled tightly when Discovery returns to Earth, the intense heat of reentry could destroy the shuttle. Charles Stevenson, chief of the orbiter mechanical systems branch, said Discovery’s two other door hinges apjvar to be fine despite earlier reports of cracks. There was no evidence of chips in the anti-conosive paint on those hinges, he said. NASA plans to decide within a few days whether it is safe to launch Discovery as planned around March 9 with die cracked hinges or whether repairs arc needed. The shuttle may have been flying with the cracks fot some time without any problem, said John Fairey, a NASA official in charge of Discovery’s pre-launch operations. Officials do not know whether the hinges could be fixed ai the launch pad or whether die shutde would have lo be rolled back to die hangar, which would mean a month's delay. Discovery's mission, which is devoted to Defense Department research, already is VA weeks late because of work to replace three had steering thrusters. There is something of a lull right at the moment.” WASHINGTON (AP) — President Bush would face a tough decision if Iraq accepts a Soviet proposal to withdraw from Kuwait before a coalition ground assault. House Speaker Thomas S. Foley said today. “In fact, I don’t know how he could fail to accept it.” Foley said the administration is worried that leaving Saddam Hussein in power could create “a serious problem in the Gulf for years to come.” Bush indicated Tuesday that the Soviet plan falls short, but the pressure on the president to agree to a cease fire would be enormous if Saddam embraces the Soviet plan and moves to withdraw his occupying forces without a fight. As Kremlin officials awaited word from Baghdad, a spokesman said Moscow perfectly understands Bush’s initial criticism said stressed “what’s most important is dux we keep in contact.” Amidst a flurry of morning TV interviews with ground war seeminly imminent, Foley told ABC: "The president would be faced with a very difficult choice, in fact I don’t know how he could fail to accept it, if Saddam Hussein would agree to withdraw unconditionally and without linkage.” U.S. military officials said they expect victory “in short order" if-and-whcn allied commanders get the green light for ground action.
