The Dow Jones average of 30 industrials. up 207.73 points over the past eight trading davs. dropped 13 26 to 1.961.21 by ll a rn on Wall Street Losers slightly outnumbered gainers in the overall tally of New York Stock Exchange-listed issues with 644 up. 693 down and 444 un changed Big Board volume came to 67 51 million shares at midmorning Analysts said a continuing drop in oil prices contributed to hopes that inflation would remain subdued They also noted increasing hopes on Wall Street that the overall economy could weather the September October market collapse w ithout severe damage The Commerce Department today said the nation s gross national pro duct grew at a 4 3 percent annual rate after adjustment for inflation in the third quarter The figure had earlier been estimated at 4 I percent Nevertheless, brokers said many investors were leery of chasing after the market s relent advance, doub ting that enthusiasm for the market could revive so quickly after its drastic drop this fall Among the energy stocks Exxon dropped * to 39%. Airline issues by contrast added to their recent gains on expectations of lower fuel prices AMR gained I to 35-., Delta Air Lines I to 41 * and N WA t to 18 i The NYSE’s composite index of al its listed common stocks lost *.;» to 137 69 At the American Stock Ex change the market value index was up 65 at 252 75 WASHINGTON (AF* - The wide ranging welfare overhaul plan ap proved by the House includes a ma jor new work program for recipients and provisions for automatic wage withholding to enforce child support orders The bill won approval Wednesday after fierce debates over how best to help the poor and whether the five year plan backed by the Democratic leadership will turn out to be a budget buster, as Republicans claim •’This was an extraordinarily dif ficult battle. Rep Tom Downey. D N Y said after the measure passed 230-194 “At several points it nearly died, but the leadership went to work.” The cornerstone of the $4.3 billion Family Welfare Reform Act is a job training, education and work pro gram that would have to be establish ed in each state Most welfare parents would be required to par ticipate and would receive child care and transportation subsidies States also would have to identify many more fathers of children bom out of wedlock and set up a system of automatic wage withholding when a child support order is issued or modified The bill also contains a provision increasing federal funds to states that boost welfare benefits, which have lost 33 percent of their purchas mg power since 1970 and in many states amount to less than half the federal poverty standard It would require all states to pro vide welfare benefits to two parent households rather than cutting off benefits Only half the states now permit benefits to two parent families Democrats say the plan would pay for itself in the first three years through a phaseout of child care tax credits for the well-off and accelera tion of Internal Revenue Service debt collection GOF opponents contended the costs would skyrocket to billions each year, hut some Democrats criticized the bill for not doing enough for the needy, and for raising false hopes when even qualified jot* applicants cannot find work Cost estimates on the new spending in the Democratic bill ranged from $4 3 billion a Ways and Means figure to the $6 billion plus figure cited repeatedly by GOF opponent s Radio /hack Most Stores Open From 8 OO a rn Until 11 OO p rn .
