going before the taxing en tities trying to get this budget disap but to no We citizens were told that just because this money was didnt necessarily mean that he would receive such a We were told his performance would be reviewed after a year before such a decision was We seem to remember he did not actually start to work until February so we did not expect this decision to be made before we find out that a review of and possible action on the chief appraisers salary is on the agenda for the 9 CAD Could it possibly be that those who sortofkindof lead him to believe he would get such a want to make sure and deliver before their terms expire Did they think that the citizens would be so distracted by the current issue with the school bond election and the general activities of the that their actions would go unnotic ed We hear glowing reportes that he deserves this raise because of the money he has saved the school but isnt that his job Should the money he saves be for the taxpayers or for himself Call you school districts business manager or tax office and ask how much the school districts are still being penalized because of the in adequacies of the CADs appraisal rolls and ask about the corrections they are having to make because of errors made in the CAD See if you agree that his services are worth a just when did the Other views taxing entities discuss this issue and instruct their representatives to the CAD board as to how they wanted them to vote Do these people real ly represent the taxing entities and the taxpayers or do they represent someone elses interest Did you get a salary in crease last year Will you get over a 35 percent pay raise this year Can you afford to give such as this to someone who is already making more than If your answer is call your NBISD bond issue By MARGIE RABORN Editors is the first of a twopart guest column from Margie The second install ment will be published in Wednesdays You have read the front page hoopla of why we need to pass the proposed school now read this for the rest of the story On 12th the citizens of New Braunfels ISO will be asked to vote for a bond package There are several issues that need to txcon sidered prior to making such a decision It seems strange for such an urgent need as that the first public mention was at the 6 school board meeting when Mr i Charles Bradberry presented actual enrollment figures for this year as compared with those predicted 5 years and explained the mandate of HB7J would cause increased need for additional classroom At the very next Oct Mr Bradberry presented proposed sketches for the new elementary school and for the additional classrooms at the high as well as a plan or eliminating the traffic problems at Lone Star Also present was Floyd Westerman to explain all the details of how these projects could be financed by issuing the needed bonds Then at a called meeting only one week tte school board members were asked lo approve bringing this bond package to the voters which now contained not only the above mentioned but an additional for a gym nasium at Seele Elementary and for the purchase of another building All this was ac complished in just 3 short weeks It seems to one of two things has happened Either this is a very hastily prepared project with little planning or or a lot of plans were done privately prior to being brought before the school board let alone before the I am told this is the first bond package ever for New Braunfels ISO to be brought forward solely on a superintendents In the citizens and advisory committees have worked together well in advance on such action Some of us spoke to board members that we felt a need for citizen participation in such a At the 27 Aguinaldo Zamora even asked if it would be possible to have some open discussion from concerned citizens and interested Our superintendent You trustees just pass this and well sell it to the Thats hardly my definition of citizen participation We were told the new school would be built on land we already own behind Memorial Elemen tary School and would face Walnut Street The fact that Walnut Street presently does not extend past this property was never We are well aware of the problems that developed with County Line and Pahmeyer Roads in order to service Memorial School This is the kind of coordination and working together that 1 fear has been again hastily Another reason that makes this rushed effort seem is that any o us who have lxen in volved with the schools were well aware of the rapid growth taking place Many of us questioned the wisdom of entering a long term leastwith the Comal Appraisal District or the lop door o the Administration Building We felt that we might need this space or the schools use We also ques tioned spending rom the reserve fund to make the required improvements or the CADs use We felt this money could be belter used or the direct benefit of students These questions wenig no red Now we see on the front page of the paper that we need to pass this bond to raise the to guarantee the safety o our children at Ixine Star Well the situation at Lone Star didnt just develop nor have we forgotten we were told just last year we couldnt even afford crossing guards All this while we chose to spend money for the needs of the CAD and while there was over in the reserve fund Was the safely of our children not a concern then1 The queslion is raised just how did we get such money in this reserve und Historically NBISD has passed inflated budgets and raised tax rates lo the maximum the law allows Once this money is collected and is not spent as il can be placed in ths reserve fund and then spenl at the school boards discretion without public and at hardly with public knowledge Such was Ihe in 1986 when we purchased 28 acres in Oak Run at a price of for a future building This action was taken without one comment taken from the public After that meeting 1 asked several board members about the wisdom of such a since even then it was evident to me the rapid growth area for our community was south of 135 1 was told i was just uninformed and thai the development of Oak Hunters Creek and T BarM would cause great growth on this side of The face that this area is very expensive real estate and even if fully developed would never be a high density population area seemed lo have been completely overlooked Now we are told that indeed the rapid growth area is in Ihe south zone and we need or an additional uturc building site there Another issue that 1 think deserves considera lion is aclual cost We are told we need or 13 additional classrooms at the high school That equates to over room Many of us do not live in homes that cost thai much Now I am aw are thai ihere will be hallways and bathrooms includ ed and lhal the foundation will be built to support a second floor al a future but sail such a price seems excessive 1 was lold lhal the elementary school will cost approximately M6 square foot As many of you The New Braunfels Christian Academy just completed a new school building in our communi ty While their facility Is much smaller than that proposed by it is excellently designed with firsl consideraiion given lo sludenls needs and secondly lo aesthetically blend with Its surroun ding environment It meets or surpasses all public health and safety codes This fine structure was completed or less than square foot This com plete project was managed by John Seidel a local contractor there was much donated labor and but 1 believe ours is a generous com munity that supports public schools and lhal Ihe citizens would like the opportuntly lo work together or Ihe community good and or their childrens benefit I certainly believe we have peo ple in our community capable of doing this job and lhat it could be accomplished for much less lhan the proposed When building Memorial we employed an architectural from Austin and the general contractor rom Am Even our lax dollars arent being spenl to help local businesses We are all aware of Ihe excess and waste o our federal but they seem to have met Iheir match with our local school When the new post office was built the grounds were sprigged and nature was allowed a few rnon Ihs lo do the rest when the Administra tion Building was we spent in excess of for including completely sod ding the grounds 1 asked why this project couldnt have been handled by our own agriculture students 1 was This didnt cost Ihe tax payers anything This money was donated Is that a justifiable excuse or wasting funds1 To insure that there is less money available to be wasted in the 1 encourage each of you to get out and vote AGAINST the proposed bond Encourage your friends to do likewise
