Legislature created the Texas Department of It gave the new agency a formidable challenge Create a blueprint for Texas economic future and begin selling Texas as the best place In the country for business Investment and in my is the best place In America to make a job producing And It Is one of the best places to spend a The problem these facts have not been reaching enough of the business Investment and tourist industry When the news stories outside the state all focus on Texas when Texas banks and prominent people go the image Is that of a boom state gone Perception more than reality becomes A competitive campaign to promote the positive facts about Texas Including data on the comparative advantages of our state other industlal states will be a major priority for a agency This must succeed belong local economic development efforts can be fully In a recent briefing 1 gave to the members of the Texas Congressional Delegation In DC I outlined four major goals for the new state commerce I also asked our congressmen to act as honorary Texas commercial at taches to promote our state in Washington and wherever they four goals Help retain and expand the cur rent business and industrial base in side the Increase our states tourism marketing efforts and expand our ex isting tourism Improve the survial rate of small business In the Organize a costeffective marketing and adverising program aimed at attracting more new in dustries and businesses to the A major challenge of the state com merce department will be to help produce new The sober fact is that the states unemployment rate Is above the national To bring us to the national average would re quire that more Texans find Add to that fact that Texas is demographlcally a young which means the available work force will remain higher as a percent of population than many of our com petitive sister Small businesses can be a major new job creator for the Expan sion of existing medium and large businesses is another way to get more Texans Two of our major tasks are to focus on these job producing We must work to maintain where expand existing Texas Industries and A classic example might be the energy although no specific resources are targeted Energy in processing and equipment manufacturing has long been a major employer in the state and has excellent jobproducing potential for the It goes without saying that any bad news here coupled with continued lack of a national energy policy could result in a job loss that would wipe out major successes in attracting new industry The point is that we cannot take existing com panies for granted and the commerce department must be more attentive to their wellbeing and concerns as a major part of our strategic We must also work to improve the survival rate of small and minority owned Their wellbeing is heavily dependent on the overall wellbeing of the state economy and particularly the success of our larger institutions the rising tide
