referendum on the parimutuel wagering issue also is scheduled for the Nov general in which voters will decide on 5 proposed constitutional amendments as as two referenduins If panmutuel wagering is approved in the statewide localoption elections art required before horse or dog racing could be allowed in the various counties Comal County Commissioners in August ap proved placing the local option question on ballots here after meeting with representatives of the Comal County Fair Association and the Texas Horse Racing Commissioner L Evans proposed making Dutchman Downs Racetrack located at the a thirdclass race as authorized under Senate Bill 15 Parimutuel wagering in Texas has been outlawed since the 1930s The Legislature in l9Wi decided lo place the referendum question on this years
