industrial We have learned the foolishness of carelessly dumping such wastes in the ground or pouring them into We have learned that great care must be used in handling these wastes to ensure they wont con taminate the air we breathe or the water we drink and bathe Great care is now exercised on the construction and monitoring of toxic waste But even the safest toxic waste dump offers no solution to the pro We can only store wastes at dump sites our goal is to destroy Ocean incineration burning toxic wastes on board ships was propos ed some years ago by the Kn virornental Protection Agency as an effective method of Two test burns were conducted in the Gulf of Mexico off the Texas residents along our coast were concerned about the possible dangers posed by these test and by any future ocean in Contamination or even the threat of it could seriously damage clean coastal industries such as tourism and real 1 share many of the and arn pleased at the progress we have made in forcing the EPA to listen and to more carefully evaluate its At my the EPA in 19H2 in cluded public hearings in its evalua in 19fW postponed a third test and in 1984 delayed issuing burn My continuing dialogue with the agency has hammered home four basic Is there a need for ocean incinera tion in light of current landbased in cineration capacity and emerging alternative diposal methods Has the research for this plan been Is the Gulf of Mexico an ap propriate ocean burn Does current law adequately ad dress liability protections In the EPA designed a research proposed regula tions for ocean and assess ed this disposal And an independent research firm studied the human health and en viromental risks In June and July of this as ranking member of the Senate En viroment and Public Works Commit I chaired hearings to review these documents and the issues the Testimony by public interest groups and state and local officials filled the first and the se cond was the federal 1 followed up with another list of specific questions for the In I learned that the two research burns scheduled for will not be conducted in the Gulf of but instead in the Atlantic Although the EPA claimed this represented no change in that it happened only because no com panies applied to burn in the a reporter who called one of the firms involved was told EPA had made it clear that applications for the Gulf were not This is a sensible change in at since the search for a way to rid ourselves of toxic watses is a na tional one and the people of one region should not be expected to carry an unfairhare of the It would have been inequitable to conduct all ocean incineration research in only the Gulf of I have also won Senate approval of my proposal to make ocean incineration operators along with waste producerand transporters equally landbased operators for clean up any toxic waste They would have to pay all clean up up to million in natural resources damages and thirdparty damages claimed by people like com mercial A solution for diposing of PCBs and other dangerous wastes must be but it is obvious there is more work that must be done before we can be satisfied that ocean incinera tion is governmentowned This is my Reagan said before the summit that I can con vince if hes a reasonable man and theres every indication that he is he would see that if we both want peace therell be 1 dont envision this meeting as being one where we will get down to specific numbers and so Reagan said in another presummit after and details sometimes get him into embarrass ing lie has misstated them or stumbled over sometimes to the consternation of his own But Reagan appeared confident even before lie came to Geneva that he could somehow accomplish the one goal he set for that of Halloween isnt much fun Everybody is afraid of reallife demons and fiends who stick pins and glass in the 1 shouldnt have been surprised by the reaction of the blonde when I proposed a modest little prank to enliven our Absolutely she Thats a terrible I used to do it and it was lots of You are not going to terrify a lot of little children who come to our But thats the whole idea of Hallo spooks and If its theres nothing wrong with We just moved into this neighborhood and people will think you are So forget just once And 1 cant believe that a grown man would even think of such a Thats the trouble with having an adolescents spirit in a grown mans You have to pretend youre an All I wanted to do was something I used to a decade or two At the I was living in a gray Victorian tall Because of its contrast with the sterile new threeflats on the some of the kids in the neighborhood thought the house looked So that gave me an idea for putting a little drama into their trickortreat How much fun could it be to go from door to filling a bag with stuff that would give them cavities There wasnt much to my The little kiddies in costumes and usually in groups of four or would come marching up the onto the darkened and ring the After several seconds passed when they looked like they might leave the lock would The door would open an inch or The a few more And so it would sw ing until it was wide The children would peer in and see Only inky ACTUALLY HUNDREDS OF I 1129 PEACE MACHINE THOUSAND OF TIMES MORE COMPLICATE THAN ANY Suddenly there would be this ap I guess youd call A featureless hovering in the air and It was it wasnt difficult to achieve those special All I did was pull a nylon stocking over my And when the little kid dies were standing I would flick on a flashlight that was pressed against my An instant if the idea of Halloween is to have some chills and goose the resuKs were As they turned and flopping and falling all over each there would be wails and cries of I could hear them howling when they were a block Id go on the porch and pick up the cookies and other confections they had flung aside or dropped in heir hasty Then Id go back close the door and wait for my next By the end of the 1 would have gathered enough sacks to last a And scores of children once they stopped sobbing would realize that they had a truly memorable Hallo ween Only Norbert Zatkowskis mother do you ask there are lots of lawyers in this knowing how much do you think a trauma and a skinned knee would be worth in a She had a So it was nothing but bags of jellybeans and bars of But next year
