New Braunfels Herald-Zeitung (Newspaper) - July 26, 1983, New Braunfels, Texas Hsrald Zeitung July Wrecker statute passes first reading By OYANNE FRY Staff writer A second wreckercontrol or dinance passed first reading in City Council but may undergo an overhaul before its read the second Its a pretty good with the exception of four or five things that we need to have said Jerry Vineyard in a telephone interview Tuesday Vineyard was recently named vice president of the local wrecker drivers Chief among the drivers concerns is the proposed permit fee of a year per Vineyard says thats unrealistic for a town this He thinks would be more perhaps with a annual renewal The other suggestions are just minor things having to do with he City Manager Delashmutt called Councils attention to the drivers but hadnt had time to do any research on Until five after five last I thought the wrecker ordinance was just what the operators he said The ordinance was adapted from a City of Beaumont brought to councils attention by Vineyard two weeks Just after quitting time Mon Councilmember Donnie Seay brought the city manager a hand written note outlining the associations objections to the Seay knew he wasnt going to be able to attend the council Delashmutt Council passed the first reading on a unanimous but only after Delashmutt promised to have Police Chief Burney Boeck meet with the wrecker drivers before the second reading rolls Vineyard hopes the problems can be ironed out in that The last wreckerregulating ordinance considered by the council died on second All that one did was to set stan dards for wrecker conduct in the prohibiting any unit from showing up at the scene of an accident unless it had been called by a law enforcement Vineyard and the other drivers felt that this ordinance didnt really address the problems that Delashmutt didnt think so because he followed up with a proposal that the city contract with one wrecker company to handle all its The citys wrecker operators came en masse to the July 11 meeting to quash this The hastilyformed association comprising nine of the 13 com panies now on the citys rotation list offered an alternative a permit such as the one used in The new ordinance requires any wrecker operating within the city limits to have a and to meet the minimum standards on equipment and insurance which are set forth in the A company wouldnt have to be on the rotation list for city business if it didnt want but it couldnt be on the list without the in the event of any misconduct answering a call in an intoxicated state the city could revoke the Vineyard stocks NEW YORK AP AMR Corp Alcoa Am Motors Amer Armcolnc AtlRichfld Beth Steel Boeing Borden Brit Pet Burlngt Ind CaterpTr
