New Braunfels Herald Zeitung (Newspaper) - March 1, 1983, New Braunfels, Texas New Braunfels HerakI Zeitung    Tuesday, March 1,1983    9 Pope set for tough Latin America visit VATICAN CITY (AP) - Pope John Paul II’s trip to Central America with its security and health risks makes it one of the most difficult of his visits abroad. But the 62-year-old pontiff has made it clear he has no intention of ending his travels. The eight-day trip beginning Wednesday takes John Paul to a war-torn area where the Roman Catholic Church suffers sharp divisions. Explaining his reasons for the journey in a televised message Monday, the pope told Central Americans he was going "in order to be closer to you, children of the Church, who suffer intensely and feel the plague of strife, of war, of hatred." The journey to eight countries — Costa Rica, Nicaragua, Panama. El Salvador, Guatemala, Honduras, Belize and Haiti is the pope’s 17th abroad. His travel has stirred controversy. Critics have charged the trips are too costly and that despite Vatican efforts to picture them as purely religious in nature, the\ inevitably have political repercussions. Pope John Paul’s triumphant return to his native Poland in 1979 helped spark the spirit of nationalism that was viewed as laying the groundwork for the establishment of the independent Solidarity labor movement One of the most important of the papal visits, his historic trip to Britain last year, was nearly canceled when Uh* Kalklands conflict erupted. To placate critics in Latin America, the pontiff went to Argentina a week later. His trip to Spain last November drew criticism over the costs to the Church — an estimated $10 million — and the pope ran into small demonstrations in Barcelona and Seville by youths insisting the money could have been better spent to lower the country's 14.6 percent inflation rate. But the pope replied directly to his critics in one of the last speeches of the trip to Spain, saying: “I am a pilgrim-messenger who wants to travel the world to fulfill the mandate Christ gave to the apostles when he sent them to evangelize all men and all nations." John Paul said he hopes his trip to Central America will bring a change in "interior attitudes and open so many tired hearts to the well-founded hope of a better future” with his message of "peace, brotherhood and justice." Two stops present serious difficulties: El Salvador, because of the continuing guerrilla war and Nicaragua, where five Roman Catholic priests hold public office despite papal directives for priests to keep out of politics. In response to appeals from the Church, Salvadoran leftist guerrillas on Monday announced a one-day cease-fire during the papal visit. There was no immediate response from the government, although it announced earlier if the rebels called a halt, its troops would do likewise Once a year Legislator asks for annual sessions AUSTIN (AP)    The Texas legislature can no longer get its work done in a 140-day .session held every two years, according to Rep leroy Wieting, a legislator who has been making law since 1962 Wading, D-Portland, told a House committee Monday that the biannual sessions held since 1875 are "just not the way to handle the biggest corporation in Ilk* state. ’* Wadings bill calLs for 80-day sessions in even-numbered years, in addition to the 140-da> sessions in odd-numbered years the 80-day sessions would be limited to budget matters Thirty-six states now have annual sessions of varying lengths Some legislatures are in session almost all year In Wyoming, however, there's only a 40-day session in odd years and a 20-day session in even years Texas legislators now must forecast fiscal needs as far as IU) months in advance, said W ading Ida* budgetary crystal-balling lias become "just impossible with the fiscal problems we have in this state," lie told Hie House State Affairs Commitee, which sent his proposal to subcommittee. lf approved by the legislature, the proposal would be put to Texas voters. Under the Wading plan, non-budget matters could tx* considered in the 80- day sessions only if approved by a four-fifths vote of each house The even-year sessions would let lawmakers keep a "closer check on state agencies,” according to Wieting But conuiiittee member Randy Pennington. R-Houston, said annual sessions "would exclude a lot of people from serving in the legislature" because of the added time involved The Wieting bill is one of many proposals concerning the way laws are made and the people who make them Several lawmakers want to increase their salaries, which are now $6no per month Rep Ed Watson, D-Deer Park, wants to raise the salary to $1,100 Rep Matt Garcia, D-San Antonio, wants $2,500 per month when in session, and $1,000 for other months Garcia also wants to limit House speakers to f w o terms. Rep Bill Ho howe ll, D-G rand Saline, lias offered bills concerning what state government should do in an emergency — such as as enemy attack Under one of Holloweli’s proposals, the governor could move the seat of government from Austin if an attack was underway or unnunent. Six Hags Corp., a 1-os Angeles-based company that owns Astroworld, asked Personnel Management Systems Inc of Princeton, N.J., to design the game after looking at other training methods. We've looked around at training films, books, supervisory manuals and that aor. of thing, but we’ve never found any thing that relates to a theme park.” said Mike Glennan director of administration at Astroworld. Astroworld employs about ! one people — most on a seasonal basis. About 70 new supervisors must be trained each year and the Supervisor Training Game is an effective, painless and fun way to learn, Glennan said. He said the game has been a highly successful training device. "The game is much like a Monopoly board," rolling dice and moving along the path on the board, he said. If a player lands on a numbered square, he must answer a question. The questions are rn four management areas — motivation, communication, delegation and human relations. The answers are scored on a sheet and by computer. Some squares have problems, such as "Employee walks off job" or "Employee violates grooming code,” which cost the player $20 in phony money. Other squares pose problems like those a supervisor might encounter. For instance, Glennan said, if a supervisor hears an employee respond rudely to a customer, what should be done.
