of Lacey When the fringe area zoning map and development standards law went into effect March 1 commer cial classification was reserved for the two tracts That led Moore to maintain at a hearing on April 20 that the county was violating its own ordinances by changing the classification He said zoning changes cannot be made within 12 months after a new zoning classification goes into effect Moore said he was utterly amazed that the county council would proceed with second reading of the ordinance despite not having proper legal grounds to do so and especially by violating its own zon ing laws
