policy as it was laid down and pursued by Dulles with Presi dent Eisenhowers blessing It is now longestablished and more or less accepted by American public opinion 3 The shadow of Dulles will lie across every move Herter makes It will be a yardstick for com parison between the two men It cannot help but make Herter self conscious about his own perform ance since Dulles was such a dominant figure 4 He gives no sign of having any of Dulles in stance Dulles startling phrase making which agitated both friends and apparently has very little of Dulles ego or forcefulness As an example At the foreign ministers meet ing now being held in Geneva Herters performance has been correct but because he is a quiet ikind of man he has by means dominated the conference as much a oneman operation the Soviets and Chinese Communists standing still discount agreements with Moscow unless there is enforce ment that is a check system to prevent cheating This policy has become so much of American thinking that Herter even if he Wanted to could not deviate from it without subjecting himself to critical examination by Congress and the public And he shows no signs of devi ating As of now it would dustry argued in the open again Tuesday over whether wage In creases would spur inflation The two top men in the talks agreed two weeks ago to quit air ing their differences in public However they spoke at a joint news conference Tuesday in sharp disagreement about their dead lock on basic economic issues The debaters were David J McDonald president of the United Steel workers Union and R rad Cooper chief industry tiator and executive vice presi dent of the United States Steel Corp Fourman teams resume nego tiations today in an effort to pre vent a strike by SOOjOOO workers when current threeyear contracts expire June 30 The union is seekhig substantial but unspecified wage increases It also wants a cut in the 40hour work week and other benefits The 12 largest steel companies repre his contention he said the best way to combat further steel price rises is to freeze wages McDonald inflation is created by the American steel in Offering his own set of statistics he pressed the unions argument that profits not wages are responsible for higher steel prices The union contends that the steel industry can pay higher productivity without raising steel shootings so far office ends
