Logue, a political science pro fessor at Villanova University, has received the endorsement of the Delaware County Democrat ic CommiUee as the party's congressional candidate in the'November election. Ernawi Falcone, county chair man, said Logue was approved unanimously at a meeting Saturday of the countyjs 49 borough and township leaders. He said no opposition is expected in the May primary. Logue, 42, is challenging incumbent Republican G. Robert Watkins for the House seat from Pennsylvania's Seventh Con gressional District, which covers Delaware County. The contract, according to the company, grants wage increases of 13 to 31 cents an hour plus improvements in the insurance and pension programs. Workers earned a minimum of $2.48 an hour under the old contract.   \. The new agreement covers workers at plants in Creighton, Pa.; Ford City, Pa.; Cumberland, Md.; Crystal City, Mo.; Mount Vernon, Ohio; Clarksburg, W. Va.; and Henryetta, Okla.
