economic package he will ask voters to approve this fall The package calls for borrowing billion and repaying it through increased sales and gasoline taxes A similar plan calling for issuing billion in bonds was rejected by the General Assembly earlier this year BUT THE GOVERNOR who must gather signatures by Aug 4 to put the proposals on the November general election ballot apparently Is cutting
