Associated Press FORT HOOD Texas Army Spc Charles Graner the reputed ringleader of a band of rogue guards at the Abu Ghraib prison was convicted Friday of abus ing Iraqi detainees in a case that sparked international outrage when photographs were released that showed reservists gleefully abusing prisoners Bush plans Pell Grant award raise The Associated Press JACKSONVILLE Fla President Bush proposed on Friday an increase in the gov ernment Pell Grants that help lowerincome students afford higher education but said he would shave the cost out of a federal studentloan program that also provides college aid Sharing a stage with Pell Grant recipients Bush pledged to seek a 12 percent increase in the awards over five years which would cost billion That would allow the maxi mum grant to rise to by 2010 from the level where the grants have been frozen for three years College education expenses have rose far beyond the nations inflation levels for years In 2004 the average in state tuition at public fouryear universities rose percent to according to the Col lege Board Overall inflation averaged about 2 percent from 2001 through 2003 Pell Grants the govern ments primary college congressional appropriations Bush offered few details but said he would pay for both the higher grant limits and the deficit payoff with changes in the governments studentloan programs In the weeks guilty in the scandal Graner stood at attention and looked straight ahead without expression as each verdict was read The jury took less than five hours to reach the verdict and began the sentencing phase Friday evening The prosecu tion wrapped up its sentencing testimony quickly but Gra ners attorney called seven wit nesses before testimony ended for the night and planned at least two more today It was unclear whether Graner who did not testify during the trial would be one of them The verdict came after a trial in which pros ecutors depicted Graner as a sadistic soldier who took great pleasure in seeing detainees was accused of stacking naked prisoners in a human pyra mid and later ordering them to masturbate while other soldiers took photographs He also allegedly punched one man in the head hard enough to knock him out and struck an injured prisoner with a col lapsible metal stick The jury of four Army offi cers and six senior enlisted men rejected the defense argu ment that Graner and other guards were merely follow ing orders from intelligence agents at Abu Ghraib when they roughed up the detainees Graner a 36yearold reservist from Uniontown faced 10 counts under five separate charges Assault conspiracy maltreat ment of detainees commit ting indecent acts and der eliction of duty He was found guilty on all counts except that one assault count was downgraded to
