The Annapolis Sustainable Business Alliance, an organization behind a grass-roots "buy local" campaign, wants the city to stop negotiations with Lehr Jackson and his Baltimore-based company, Gone to Market LLC, and re-evaluate the future of the historic property. They want the city to use principles espoused in a presentation last month by Fred Kent, an expert on public spaces. They said it's the only way to guarantee the Market House is vibrant on a long-term basis. If the city grants the group's members their wish, it could delay or derail Jackson and his associates ftom running the property and possibly leave the building nearly empty through the fall boat shows, two of the city's busiest tourist events. "What we're talking about is bringing the situation to a halt. Stop. Don't do anything else. Don't make any commitments. Don't spend any money," Cathy Durkan, president of the business alliance, said at a contentious meeting Thursday night. She said it seems like the city's work with Jackson is being "steamrolled" and it is unclear what Jackson or the city's intentions are. Durkan and other members of her organization want the city to use a process by which citizens, not elected city officials or employees, determine what becomes of the Market House and select what types of businesses will occupy it. She said she wants a citizen oversight organization to keep the property's character consistent with city residents' visions. This citizens group might determine that Lehr Jackson is the best fit for the Market House, but it's impossible to make that type of decision at this point, Durkan said. Durkan said the city should redirect any money it had dedicated to bringing a tenant into the Market House toward hiring Kent as a consultant to guide the citizen-driven process. Candidate choices, district size fuel campaign spending By LLAM FARRELL Staff Writer Elections may take place under similar political conditions, but the way money figures into contests depends on the size of the district and the decisions of individual candidates. Take, for example, the race for District 33 state Senate and District 33B House of Delegates. Superficially, they are similar. Both are Republican primary challenges with no Democratic opposition for the general election. The money, however, exists on two very different levels, according lo campaign finance reports. The two firont-runners in the Senate contest — incumbent Sen. Ed Reilly of Crofton and Del. James King of Gambrills — have collectively done almost six and seven times as much fundraising and spending, respectively, as House candidates Del. Bob Costa of Deale and Tom Angelis of Davidsonville. The reasons for the disparity show the difficulty in getting perfect comparisons between any political contests. The Senate race has been highly contested and featured a media arms race of back-and-forth mailers and advertisements. "You have a very strong incumbent (in District 33B) ... and a much smaller voter population," Reilly said. "(The money) is a function of the competitiveness of the race and the size of the district." In District 33B, Costa has far outspent his opponent on a combination of advertisements and grass-roots campaigning, whereas the challenger has decided to pursue victory through personal contact. Angelis said he made a choice to spend money in a targeted way and anticipates anti-incumbent feelings can trump a larger waUet. (See CAMPAIGN. Page A15) All in the same boat Annapolis Rowing Club's Strokes4Survivors program geared to cancer patients By SHANTEÉ WOODARDS Staff Writer The Annapolis Rowing Club has nine special women they plan to turn into champions. That's the goal of the club's new StrokeséSurvivors rowing program, which is open to women who are battling or who have survived cancer. Each week, participants meet at the Gingerville Yachting Center in Edgewater to learn how to row. The goal is to provide some sort of mental and physical rehabilitation for the women. Rowing offers a great workout, but the program is more about the sense of accomplishment they feel after their practice sessions, organizers said. "After they build muscle after chemotherapy ... they can prove to themselves they can do something — something strong or that athletes do," said Renee Bremer, a coach in the program. "Some have never done so much as run a mile before."
