The . auditor on being satisfied that a majority of the resident abutting land owners ijad signed the petition, appointed O. P. .Hale, a competent civil engineer, as commissioner to locate said dit^h and return a plat and profile of the same to the auditor after which the auditor set the 11 day of September, 1903, at 2 o'clock p. m. for hearing before the board of supfirvlsors. Claims for damage having been filled' the same was postponed to 2 o'clocir, p. m. Nov. l3, 1903, to give the'auditor opportunity to appoint appraisers to assess the damage according to sec. 1041 of the 189T code of Iowa.  The contract for constructing a tile drain and an overiiow ditch in district No. 9, which was postponed from Sept. 10th, was offered to the lowest bidder by sections as pftsvided by sec. 1944 of the 1897 code and no bids were received. It was then offered as whole and no bids were received. The work of digging and placing thé tile in the ground was then offered and the following bids was received from Charles Wulfîe, 40 cents per rod for 3-foot work, li cents per incli below 3 foot to the depth of 5 feet, and over 5 feet 2 cents per inch below 3 feet; ditcii to be completed and.filled according to profile of èngineer in charge, said tile drain to be completed by .Tan. I, 1904. The contract for furnishing 4780 8-inch tile, 400 7-inch tile and 300 0-inch tile was then offered and C. A. Grant & Son bid $300 to furnish same free on board cars at Rolfe, Pocahontas county, Iowa. The same was accepted by unanimous vote of the board of supervisors. From Minnesota. , The Democrat is in receipt of a letter from Frank Hudek. of Barnes-ville, Minn., and hère is what he says about Will Stegge: Some facts about Will Stegge's crops, :that ought to satisfy the most skeptical. He arrived here from.Pocahontas county late last spring and with only fifty acres plowed on a quarter,'he managed to 'gel the rest plowed in good shape and also put in sixty-five acres of flax on a piece of rented ground. He did not employ a single day's labor until the harvest season came on and now that the rush is all over, he ,CBn sit down and figure up the profits. He threshed 1000,bushels of Wheat from fifty acrea, 3,061 bushels of oats from seventy-five acres, 135 bushels^of speltz fpom five acres, besides hayinà his fla.x'yet to thresh. There is nó question but that the crop of fiaK will more thon pay the pperatiag espenses of the îatoa and ftgttring jpo tlifit belili, qiUd ot the pre-aeijtiinftrket pr'^, Kr., ^tegge; ^ili;  Taxation Without Kepresentation  Palmer, Iowa, Sept., 15—Some time aeo J wrote an article which appeared in the Dbmoçkat. on the advantages of drainage, since that time we have had in this section of the country so to spfeait "Oceans Of rain."  The aubiect of,'''Drainage!.', ia agitating the farmers more and more and it is only natural tliat it should do so on account of the experience that they have had,for the last two vears. ■ Where ;drainage has been pretty good very good crops have been realized iu the past two years although it has been so wet. While where proper drainage does not exist farming in the past two years has been almost a total loss. Renters seeing they were unable to meet their rents have left the farms they have rented as they could not make enough out of it to meet the rent. It is very true that such wet years as we have been having do not happen very often, and we may not have such a wet summer again for some time. And then again next year may bo wetter than the past two haye been. -We know what the past has been, but we can tell nothing about thé future.  Tiling and open ditches are not injurious even during a dry season or as the old saying runs, "in Time of Peace Prepare for War. " So when wet weather comes they will be there ready to carry ó if the surplus water.  There are in places where tiling and onen drainage can not be doné by individual farmers as they are to expensive and we sincerely hope that the government will soon see its responsibility in this direction and construct proper ditches where they are too expensive to be made by individual eiîort. . This Great common-wealth Of burs is based on a government of the people, by the people, iind for the people. This being the foundation upon, which it testa it is no more than just and right that someof its resources should be used in the drainage of Im-perfoct waterways, low land, etc. • • At present-this, government is spending vast sums of money in improving deep waterways and oparing up new channels for its commercial vessels, which Is good as far as it goes, but we will venture to say that this country would. get greater returns- from money spent by draining poor water ways, low lands, swaiBpS) etc., than It Is possible to get in any other way, ahd-at the same time it will be of inestimable value to those llv ing In the now neighborhood of these Improve-^ meots. Our roprosontatlvea should; be Instructed to .'enforce such, a law oirto' 860 one is drafted and enforced, My farm is situated so the Lizard  taxes I must pay as much as my neighbor who can till his whole farm. I want to say this is wrong. Taxes should be adjusted according, as a person is able to produce onhisplace. If one-half of my place is a loss to me that one-half ought to be exempt from taxation, or if thi^ government ^ go-ing to tax me as miich'as my ne'ghbor who has a good farm, I want the government to put my farm in such a shape as my neighbor's by proper drainage so tpy returns will be equal to his, then I will be willing to pay as much taxes, as he. '"Taxation without Representation- is Fraud." At present there are several small ditches surveyed into the Lizard. Now these smaller ditches are all right if the Lizard had proper drainage, but as it has not, do not thinic it right to drain into it until the main channel or water-way can carry it otT. Our supervisors should see to .. it that the Lizard-is drained first before they allow more water to run into the same. Give Us Roads.  When a contract is let for a piece of road work can any one explain why said work is not done, and where contractor fails to do the work within a reasonable time, why • the board of supervisors or township trustees do not declare the contract void and let the work to some one else? Can any onetellwhy the roads betiveenPocahon-tas and Rolfe are kept up in l)etter condition at the Rolfe end than they are near Pocahontas? Did it ever occur to any man that good roads leading into a town are the trade arteries of that town? And that drawing produce to Pocahontas over the roads we have is like the feat of trying todrink water through a straw with a hole in one side? There is a lot of dirt, sand and gravel thrown up along the grade north of town by the big ditcher, which prevents the water from draining off the road grade aa It should. This dirt should be pulled up on the grade and properly spread out and the grade could then be .kept in pretty fair condition. If every business house in town will take, hold of the matter, give not less than the cost of one day's labor willrman and team, "and more if they feel disposed to "do so, a great deal could soon be accomn-Ilshed toward improving some of the worst places in certain grades' on the roads loading Into Pocahontas.- Let a committee of business men spend a day Investigating and ■ locating the worsi places.
