unprecidented decision for Iowa said Hughes We either 90 forward with the bright promise that has al ready been seen or we slither back into the ruts of the past attaining it in the last regular session only to flounder on the shoals of selfinterest lobbies This time I believe we must provide what we know every taxpayer in this state wants a greater amount of state reve nue to be returned to state dis tricts both rural and urban to relieve the pressures of sky rocketing local taxes However the governor said a tax reduction with increase in services will not come about I can run the highways He stressed that this is a problem he can not handle singlehand issues 1 We must come to grips with a fairer and more ef fective plan of providing first rate equal educational oppor tunity
