Congress in history Plan new Mason City district in 66 By JAMES R OWENS The Mason City school board Monday set July 1 1966 as the target date for creation of a new and larger school district It would include the area now served by the Mason City Inde pendent School District The Cerro Gordo County school board is being invited to meet with the Mason City board March 16 to discuss the matter Discussions with rural district boards are planned for later At present the problem is that the Mason City independ ent district must serve outof district pupils at less than cost and also has building limitations because the area served is larger than district area That sort of trouble is created be cause of slate law requirements Educational financial advan ages of reorganization into a community district could come f a new district were created before 1966 but there is one major drawback Financial ad visors say collection of a mill building site fund would be lost for one year at the time of reorganization and that levy is committed through half of 1966 The larger district could re vote the levy but not soon enough at the time of reorgan ization to prevent loss of a years revenue from the levy The levy is part of the money financing the construction of the new Mason City High School The existing Mason City dis trict could lose some present ad vantages if it is succeeded by a reorganized district said War en Krafka district business manager As a community district the new district could not be inde pendent but would be a part of Ihe county school system The county school board and school superintendent would have more control over the new district Those in the seven rural school districts designated by county plan for eventual merger with Mason Citys district would be paying a larger share of the school costs than at present Most now havp less than half On the other hand education al facilities for the entire area will have less growth restriction if a iiew district is created As sessed valuation of a community district would be as compared with in the present Mason City district Bonded debt limits are based on valuation The rural areas using Mason City schools would gain a voice in elections affecting those chouls The meetings ahead are aimed at seeing what opinions on or ganization exist in the areas af lected which of several reor ganization methods is most de sirable and how best to handle the amount of school lax levies cither details involved in pos paid in Mason City isible reorganization 4 Legislation is being recom mended which would force or ganization of all Iowa territory into districts maintaining high schools by mid1966 If that were done local discussion would be beside the point Districts in addition to Mason Citys district which woulc merge according to county plan are parts of Bath Town ship Lake Township Lincoln Township Lime Creek Township and Mason Township Portland No 2 and Portland No 3 The county plan map also show Mount Vernon aspart of th area but there has been gen eral agreement that it eventu ally merge with the Clear Lak district which now servos it matter of course will have to e dealt
