as long as he is presi dent the United States government will have to do with advising other nations on their birth control problems If another country wants birth control advice he said it could seek out professional information The birth control controversy flared anew after the Roman Catholic bishops of the United States charged last week that a propaganda campaign was being waged to pave the way for U S support of artificial birth prevention programs in under developed countries which are HE JUST DOESNT WANT TO GO TO JAIL Pinned across an overturned police motorcycle Edgar Whitehead 54 until Feb 1 any announcement that he is seeking the 1960 GOP presidential nomination If he can preserve this schedule Nixon will be able to confine to a little more than five months the limited campaigning he now ex pects to do before the Republican convention in Chicago next July THERE ARE INDICATIONS that if Nixon could control events he would he happy to go along tending to his duties as vice presi dent for even longer But the near necessity of entering the March 7 New Hampshire primary may force him out into the open early in Feb ruary Nixons associates think he is doing so well that they are going along willingly with the vice presidents decision that the less public eagerness he displays for the nomination the more likely he is to get it They figure this offers a sharp contrast to the scramble among top Democratic contend ers to meet the voters at every crossroad months ahead of the time that partys conven tion makes its choice of a nominee Because he is convinced he will have to run on the Eisenhower administration record Nixon wants to spend as much time as pos sible in the next few months helping shape the GOP program in executive agencies and helping put it over in Congress In line with this idea the vice president is expected to delay setting up any formal cam paign organization or appointing a campaign manager He may decide to be his own man ager THIS DOESNT MEAN NIXON is over looking any bets or that he is taking it for granted he will get the nomination He has Leonard W Hall former GOP national chair man working diligently to line up delegate strength He is going along with the formation of Nixon clubs He will make speaking appear ances at frequent intervals This softsell approach could be upset of course if Gov Nelson A Rockefeller of New York
