WASHINGTON BA House committee Thursday asked the Federal Communications Com mission to hold off on its plans for ajrial of pay television unti Congress can act on the issue Rep Harris DArk told re porters that the House Interstate and Foreign Commerce Commit tee of which he is chairman had passed 177 a resolution to that effect in closed session Such a resolution Is not binding it ex presses the committee desire only Rep Leo W OBrien a com mittee member told reporters that if the FCC should go ahead with a pay TV trial he assumed members with bills to prohibit pay TV could press for quick committee action flood of Protests The committee has been flood ed with protests against pay TV An aide said 50000 letters had come in during the past two and estimated that about 999 out of 1000 were against pay TV Committee sources said some television stations apparently had asked their watchers to write Most pay systems so far devel oped involved scramble broad casts made viewable by a decod ing device attached to the re ceiver and activated by deposit of a coin or through a telephone connection The FCC announced last Octo ber that it would consider applij cations for pay TV on a three year trial basis but would take no action prior to March 1 According to Harris the resolu tion said it was the feeling of the committee that the public interest would not be served by the test because such operations might lead at least to a partial blackout of the present system in particu lar communities if not throughout the United States Not Satisfied Also the committee was not satisfied that the FCC had au thority to license pay TV opera tions the resolution said For these reasons the resolu tion said It is the sense of the committee that the FCC should not grant authorizations for pay TV
