WASHINGTON Wi Secretarj of Slate Dulles Friday de nounced the latest Bulganin let ter to President Eisenhower as just propaganda He said th United States is opposed to an EastWest summit meeting with out adequate preparation anc promise of achievement Speaking of the renewed pro posal by Soviet Premier Bulgan in for a EastWest summit con ference in two or three month and a ban on use of atomi weapons Dulles told a new conference that the safety an perhaps the very existence of th United States could never b risked upon reliance on Sovie promises At the same time he said h believes both Russia and th United States have a common in terest in not wanting to live per manently in a world where a people can be destroyed Th problem he said is to findwa to do something about it Blistering
