Commentary By W EARL HALL Managing Editor Again Why Balk at Progress QFFHAND can you tell me what day of the week Christ mas will fall on next year This year it was on Friday Or can you tell me what day the Fourth of July will fall on next indeed what day it fell on this year just ending To make it downright embarrass ing Ill ask you to tell me on what day of the week you celebrated your last birthday Unless youve clone some special checking you probably dont know the answer to any of these ques tions And I hasten to assure you that the fault isnt yours The blame is on the outmoded calen dar we use Its been referred to as a grass hopper calendar for the reason that the days of the week and the dates of the month bear almost no logical relationship one with the other They skip around like a grasshop per Only because Ive been checking on the matter Im able to tell you that next year well be observing Christmas and New Years on a Saturday These two holidays are always just a week apart of course No Rhyme Nor Reason But this year both fell on Fri day while last year 1952 Thurs day was the day And that suggests that each year its jiist one day later It isnt however that simple for in 1951 Christmas and New Years both fell on a Tuesday Wednesday got skipped Why Leap year picked up the extra day in 1952 The Fourth of July this year was on a Saturday Next year it will be on a Sunday But I must leave it to you to figure out the day of the week for your own birthday These things I am fully aware are only minor irritants Its of no great consequence to you and me that Christmas and New Years hop about from day to day from year to year or thatwe must con sult the calendar each year to know what day our Birthdays will fall on But the lets us down relatively unimportant matters also proves deficient in matters that really do count Some of those deficiencies actually take money out of our pockets as I shall point out later in this little visit with you Its Accepted Elsewhere And what makes it the more frustrating is that a calendar which eliminates all of these short comings is ready and waiting for our use It has the blessing of about a scoreof other countries none of which we Americans would concede are as progressive and forwardlooking in most things as the United States The proposal for the adoption of that improved called The World been be fore the United Nations for sev eral years but the United States has played the role of chief ob structionist Weve been repre sented at least so far as this one area is concerned by men of little courage or little maybe both Ournext Congress could find no better way to implant itself in the everlasting gratitudeof the people peopleof the world no less than the people of this than to take action directing our UN spokesmen to work toward adoption of the World Calendar so that it can be made effective on Jan 1 1956 New Years Always on Sunday Under the World Calendar every year opens with a Sunday and 1956 happens to be the next year when New Years on our present calen dar falls on a Sunday The transi tion from Gregorian to World Cal endar therefore could be made with a minimum of adjustment What is there so wonderful about that new calendar Lets answer that one by setting it down along side our present calendar for com parison Our present calendar has un equal 93 92 and 92 days respectively while the other meaning the World Calendar has equal days for each one Business can make precise quarterly comparisons from year to year something that now has to be approximated Our present calendar has months of irregular and illogical length the World Calendar has a rhythmic pattern days Our present calendar has months varying from24 to 27 business days the World Calendar has Groups in US WASHINGTON Igor Gouzenko whose testimony cracked a Soviet spy ring in Canada says he thinks there may be hundreds of Red agents operating in the United States And he recommended in a copyrighted interview with the magazine US News and World Report made public that the government make it worth while for some of them to quit and come out with their documents That is what Gouzenko R Brewer 24 of Cres cent Iowa in Pottawattamie County was killed Sunday in an auto accident on Missouri Highway 17 on the military reservation of Fort Leonard Wood Ottawa He smuggled out docu ments is now arranging to interview Gouzenko in secret in a search for leads in its search for subversion in the US government Sen Jenner the com mittee chairman said in astate ment Saturday night that on the basis of testimony from Ismael Ege a former Red intelligence of ficer there probably are 25 Sov iet spy rings operating in the United States Gouzenko asked to estimate how many Soviet agents might be work ing in the United States now re plied Work in Rings I think it might run into hun dreds As some indication they spend several million dollars in telegrams alone Many of the agents he said work Department say they are investigating the case of a DCS Moines man whom they describe as a faith healer He is Martis C Scalf 45 self styled evangelist Scalf said that through prayer tie is able to learn the nature of the illness of an ailing person He said he receives the information rrom the Holy Spirit and relays it to the person involved Scolf has said he told about 600 persons in Iowa and other states they have polio and a much larger number that they have cancer Scalf reportedly has operated mostly in North Iowa He received a new Chevrolet from followers in and around the North Iowa towns of Thornton Belmond Klemme loodell and Garner The health department officials stressed that they are not con cerned with Scalfs religious views but are interested in determining whether he is Taxes Are Sliced t WASHINGTON 23year trend of steadily rising directand indirect federal taxation will end this will it merely be interrupted That question will re main unanswered for some time 50million person al income taxpayers will get a 10 per cent annual reduction after midnight Doc 31 Simultaneously the excessprofits taxon corpora tions will lapse Some 10million lower bracket taxpayers will be less fortunate They are mostly those whose net Income docs not make them liable to any payment to the Treasury or whose tax liability is only a few dollars They do pay Social Se curity taxes however and those rates are scheduled on Jan 1 to increase on employe and employer alike frpm IVi per cent to 2 per cent Tax relief for this latter group is not likely in 1954 unless Con gress does sometrimming among the excise and special taxes which arc levied on a loirig list of articles ranging from furs and jewelry to theater admissions Corporations may get another tax break June 30 1954 if all or part of a scheduled corporate income tax reduction is permitted to take effect It would reduce the regular corporate rate from 52 to 47 per cent The United States lax trend had been
