plane at the Mason City airport at 2 a m Miss Lucille McNalley hostess was still asleep Forecast 2 to 6 Inch Snowfall Strong North Wind Colder Is Warning Des Moines A special weather bulletin lor Iowa was is sued Thursday afternoon It warned that snow which is falling in northern and western Iowa would mount to from 2 to 6 inches in depth by morning and that sleet and freezing rain now sweeping southeast Iowa would change to snow and bring a 2 to 4 inch fall Strong northerly winds are pre dicted lor late Thursday night and Friday with snow flurries and colder weather indicated for Fri day afternoon Critical Condition for 2 Victims of AutoTruck Mishap The condition of Mr and Mrs R O Elefson Mt Pleasant was slightly improved at Mercy hos pital Thursday but remained crit ical Mr Elefson was semi conscious but his wife had not re gained consciousness Thursday afternoon The couple was in i cartruck accident near Rockwel Tuesday night in which theii daughter Mary Jo 6 was killed Elefson suffered 7 broken rib and multiple bruises Mrs Elefson was thrown from the car and is suffering internal injuries James E Coonley Hampton who was driving alone and Don Browning Clear Lake driver of the truck were only slightly injured Highway patrolmen are making a further investigation of the mis hap The Elefson car was de molished after it collided headon with the truck Plane Finds Refuge at Mason City A Chicago bound TWA airliner on a nonstop flight from Kansas City Wednesday night was unable o land at its destination and fi nally wound up at the Mason City airport at 2 a m Thursday The plane carried 17 passengers bound for Chicago After circling the Chicago airport for an hour but unable to land because of low ceiling the plane proceeded west ward and was able to land at the Burlington airport There it de posited the 17 passengers who were then put on a train to com plete their trip The planes crew of 3 then planned to return to Kansas City but got only as faras Kirksville Mo when they were radioed that they would be unable to land at Kansas City Circling various air ports including Des Moines and unable to land the plane finally found landing at Mason City Thursday the crew was still waiting in Mason City lor weather conditions to clear so it could pro ceed back to Kansas City Washington of tenants as a protest against rent controls is a poor approach Pres ident Truman said Thursday He added that he does not believe landlords will get aVay with it He also told his news confer ence 1 His proposal to help build up the worlds backward areas by sharing American technical knowledge originated with him and other government officials 2 or 3 years ago It will be a part of administration policy in the next 4 years he said and will have to develop were among 28 re publican house members who pe titioned the republican national committee Wednesday for congres sional representation on the com mittee The group signed a telegram to National Chairman Hugh D Scott Jr urging that the national com mittee membership be expanded to include the republican congres sional committee of the house The lowans signing were Cun ningham and Dolliver 1 Killed 3 Injured in CarTruck Crash Council Bluffs Clyde de Vault about 57 Council Bluffs was killed and 3 others injured in an autotruck crash 2Jf miles south of Missouri Valley on U S highway 75 late Books Charges Funds Are illegally Handled Toledo county offi cials have been charged with ex tremely poor management and il legal handling of funds in a state examiners report made public Thursday The report was filed with C B Aker state auditor following an audit of road and construction funds during the JanuaryOcto ber 1948 period Funds dropped to the point where it was necessary to sell of road equipment get a emergency transfer hold a hearing on an sup plementary budget cancel con tracts and lay off help according to Paul Loomis the examiner He said the board of supervisors paid too little attention to the needs of the county as a whole while favoring their own districts the engineer failed to sign claims and implied that materials and equipment were sold to individuals without board action That fact had been admitted according to C H Yerkes county auditor The report also cites letting of bridge contracts without advertis ing for bids voted 75 to 28 Thursday to let Rep Robert P Munger RSioux City retain his seat It was un successfully contested by James R Naughton Sioux City demo crat The vote was taken afteran all morning debate on whether one or both of 2 Sioux City precincts votes should be thrown out Decision on the matter was strictly along party lines There are 80 republicans and 28 demo crats in the house The debate which preceded the vote seating Munger was a full blown party scrap Earlier the house had defeated by voice vote a democratic move to delay the decision until Friday The final vote accepted the con test committees majority report which recommended that the votes of precinct 15 in Sioux City be thrown out because of irreg ularities and fraud Had this pre cinct been included on the com mittees recount of 4 contested precincts Naughton would have won by 190 votes With it elimin ated Munger won by 248 votes The democrats challenged the republican move and asserted their action was depriving more than 1000 persons of their ballot In addition the democrats said if precinct 15 were eliminated then precinct 17A should be thrown put because of similar irregularities Writh both 15 and 17A deleted Naughton would have won by 637 votes France Offers Resolution to Replace Scott Omaha forces took their fight for the ouster of Republican Chairman Hugh D Scott Jr to the floor of the na tional committee Thursday with a resolution to declare Scotts chair manship vacated Jacob France Maryland com mitteeman offered the resolution It was seconded by Harrison E Spangler Iowa comraitteeman Under the France resolution if the committee voted to oust Scott it proceed immediately to elect a new chairman Backed by Dunn The antiDewey forces opposing Scott are backing Roy E Dunn for the post Rising in defense of Scott Harry Sommers committeeman from Georgia charged proponents of the resolution with assuming po liteness while knifing him Scott in the back Sommers said Spangler set tip a contest in Georgia and Carroll Reecu of Tennessee as national chairman aided and abetted him Statement Deleted Scott interrupted to ask that the statement about Spangler and Reece be stricken from the rec ords and this was done In offering the resolution France told the committee that a great many republicans think Dewey may seek a 3rd nomination for the presidency He accused Scott of packing an executive committee with supporters of Thursday were that the state will call about 14 more witnesses in the manslaughter trial ol Fred Lee Roberts charged with the fatal shooting of a picket during the May 19 1948 riot at the Rath Packing Co plant here Conflicting testimony was pre sented Wednesday as the trial opened in district court The first 3 state witnesses testified that only one person laid a hand on Roberts car as he drove up recom mended for passage by various committees are 5 of the 11 bills proposed by the state flood con trol study committee Under the rules the various measures will be eligible for consideration by the chamber Friday The roads and highways com mittee Wednesday listened to spokesmen for the Iowa Farm Bureau Federation present their road improvement proposals In another of the committee meetings the public health group voted 15 to 8 against recommend ing passage of a bill designed by the state cosmetology board to prevent women giving each other cold wave permanents Flood Control The flood control bills recom mended by the conservation of re sources committee would 1 Give the state health depart ment authority to prevent stream pollution 2 Increase membership of the state soil conservation committee from 5 to 7 3 Authorize special assessments for construction of sewage treat ment plants 4 Eliminate some types of drainage district elections and boost the pay of drainage district trustees to a day Reimbursements 5 Allocate federal reimburse ments for tax money lost through flood control projects on the basis of 30 per cent to secondary roads and 70 per cent to schools in the affected areas The major bill in the flood con trol series would create an Iowa water control and resources coun cil The committee is expected to decide on its recommendation on that measure later Farm Bureau spokesmen said special emphasis in any new high way program should be placed on secondary roads They recom mended of allocation of farmtomarket road funds on a 50 per cent area and 50 per cent need basis He declared that after the na tional GOP convention last June the duties of the national commit tee were usurped by men who owed allegiance to Gov Thomas E Dewey rather than to the party In the postconvention meeting he said we abdicated our trust and supinely sat by while our duties were usurped our official functions taken over by persons not members of this committee not chosen by us and who owed their personal allegiance to the candidate not the party as a whole From then on from our seats on the sidelines in the precincts we watched the gentle me too campaign Chairman Hugh Scotts job FBI Arrests Former Canadian Communist Washington The justice department said Thursday the FBI has arrested Sam Carr form er organizing secretary of the Canadian communist party The announcement said Carr was arrested in New York It de scribed him as a key figure in soviet spying in Canada He played an important part the department said in the spy network which was THE ASSOCIATED PRESS Temperatures moderated and skies were mostly clear Thursday n the snowcovered western states where disaster relief crews worked to save thousands of stranded livestock and marooned ranchers and Indians With no heavy falls of snow over the western plaifis and Rocky Mountain region airlift operations were increased easing the feed crisis in Nevada and Utah But there was before the war 3 Housing Programs Up for Inspection by Congressmen Washington fP Congress Thursday has a choice of 3 multi billion dollar programs designed to provide homes mainly for low income families Two are republi canbacked the other is an ad ministration measure The 2 GOP bills designed as substitutes for President Tru mans housing program are being introduced Thursday The demo cratic measure was submitted early this month Fourteen republican senators are sponsoring the new bill being presented to the senate Eleven GOP house members are backing the other new measure Scope Different Those 2 bills and the adminis trations are alike in that they all call for public housing slum clearance farm homes and re search to cut building costs The scope of the public housing program is different in each It ranges from 1000000 units in the next 7 years in the administration measure to 810000 in 6 years in the house GOP bill to 600000 in 6 years in the senate republican program And the house bill but not the other 2 provides for 000 m government loans to spur Rain Sleet Hitting Iowa From South Temperatures moderated a little in Iowa Thursday but there wasnt a dry spot reported on any highway in the state Rain and sleet moved into state from tTie south about night The weather bureau said the new ice sheet covered the en tire area south of a line from Council Bluffs through Moines to Davenport At dawn it was raining sleet ing or snowing in every major Iowa city except Mason City ac cording to the Associated Press report The temperature at Mason City dropped to zero of families whose incomes are too high to qualify them for public housing and too low to afford the private housing now available Senator Taft ROhio is one of the sponsors of the senate re publican bill He estimated at a news conference Wednesday that the overall senate GOP program would be less than half as ex pansive as the administration program Senator Ellender chief sponsor of the demo
