Jllfhways in the City Mason City Iowa Providing lor the Installation Regulation and Control of Parklnt Meters and Parkin Meter Zones frovldlitf lor the Enforcement Hereof and Penalties for the Viola tion Hereof BBJT ORDAINED BY THE CITY COUNCIL of the City of Mason City Iowa Section 1 Definitions As used In this ordinance the following words shall be defined as follows a Vehicle means every device in upon or by which any person or property or may be transported or drawn upon a highway except devices moved by human power or used exclusively upon stationary rails or tracks b Parking Meter Zones shall mean those portions of streets described and established herein as zones within which the parking of vehicles regulated and inspected with the aid of time devices or rcetcrs herein referred to as parking me ers c Individual Parking Space shall be that portion of the paved street adjacent to the curb as shall be specified and marked off by the City Engineer which space is to be used for the accommo dation and parking of one vehicle Section Parking Meter Zones The following portions of streets are hereby established as parking meter zones a Sixty Minute Parking Zones 1 Federal Avenue from Second Street South to Third Street North 2 South Delaware Avenue from State Street to First Street South 3 Delaware Avenue North from Second Street North to Third Street North 4 shall designate the indi vidual parking space upon each street in the parking meter rone It shall be unlawful to park any vehicle across any such line or marking or to park any ve hicle in such position that it shall not be entirely within the space designated by such lines or markings Section 4 Parking Meters Installed The City Engineer is hereby authorized and directed to place install and main tain parking meters upon the curb or in the immediate vicinity of individual parking spaces in the parking meter zonrs Each such parking meter shall be so constructed and adjusted so as to show when properly operated a signal that the space adjacent thereto is or is not legally in use Section 5 Parking meters when in stalled and properly operated shall be so adjusted as to show legal parking dur ing a period of twelve minutes upon and after the deposit therein of a United States one cent coin twentyfour min utes upon and after the deposit therein of two United States one cent coins thir tysix minutes upon and alter the de posit therein of three United States one cent coins fortyeight minutes upon and after the deposit therein of four United States one cent coins sixty minutes upon and after deposit therein of five United States one cent coins or one United States five cent coin Payments of the aforesaid amounts for the above periods shall be made for parking in the areas set forth herelnabove Section 0 it shall be unlawful for any person to cause allow permit or suffer any vehicle registered in the name of or operated by such person to be parked overtime or more than twelve minutes in any individual parking space in which the maximum meter time is twelve min utes qr more than one hour in any in dividual parking space in which the maximum meter time is sixty minutes Section 7 It shall be unlawful for any person to cause allow or permit any registered in the name of or operated by such person to be parked in OR to remain in any individual parking space while the meter for such space is displaying a signal inolcatlng that the vehicle occupying such space has been parked beyond theperiod of time pre scribed for such individual parking space Section 8 This ordinance and the park ing meters within the parking meter zones shall be in operation and function six days a week as follows On Monday through Saturday from eight 8 oclock a m to five 5 oclock p m This ordi nance shall not be in effect and the said parking meters shall not be in op eration at other hours on said days nor upon Sundays or legal holidays Section 9 Charge for Parking The amount of the coins required to be de posited in parking meters as provided icrein is hereby levied and assessed as a fee to provide for the proper regula ion control and inspection1 of traffic upon the public streets and to cover the cost of supervising regulating and in specting the parking of vehicles In the sarking meter zones provided for herein he cost of placing and maintaining lines or markings designating parking spaces in parking meter zones and the cost of the purchase supervision pro tection inspection installation operation maintenance control and use of the parking meters shall be deposited in the Consolidated Fund from which disburse ments shall be made for the purposes herein set forth Section 10 It shall be the duty of the City Engineer to designate such person or jersons as may be required to make reg ular collections of the money deposited n the parking meters and to deposit said money with the City Treasurer who shall deposit the same as herein provided Any person or persons employed to make collections of corns from the parking me ters shall be bonded in the sum of One Thousand Dollars to insure he faithful performance of his duties The cost of such bond shall be paid by he City of Mason City Iowa Section H Unlawful to extend parking Ime It shall fae unlawful for any per on to deposit or to cause to be deposited n a parking meter any coin for the pur pose of extending the parking time be yond the time fixed for the individual marking space adjacent to such meter Section 13 It shall be unlawful for any person to deposit or cause to be deposited n any parking meter any slug device IP other material as a substitute for a me cent or five cent coin of the United itates Section 13 It shall be unlawful for any person to deface injure tamper with jpen without authority or wilfully 0reak destroy or impair the usefulness f any parking meter or to hitch any animal or object to any parking meter nstalled under the provisions this irdinance Section 14 Penalty Any person firm jr corporation found guilty of violating any provisions of this ordinance shall upon conviction be fined in the sum hot exceeding One Hundred Dollars or imprisoned in the City Jail for a term lot exceeding thirty 30 days Section 15 Severability If any section part of section or provision hereof shall e held to be unconstitutional or invalid he remaining provisions hereof shall levertheless remain in full force and ef fect and to this end the provisions of this ordinance are hereby declared to be everable Section 16 This ordinance shall be in ull force and
