Howe New York Times Service SAO PAULO, Brazil — “Wanted: hod carriers.” The signs have sprung up all over this relentlessly growing metropolis and are evidence of an acute shortage of nonskilled labor The greatest pressure comes from the construction us looking for jobs and now industry where there is said to be a need for 50,000 unskilled and semiskilled workers. There is also a serious shortage of bus drivers, garbage collectors and of low-skilled workers in the cork, leather and paper industries. “Workers used to come to we’re looking for them and can't find them.” said Armenia Crrstana, president of the high-rise builders union adding that he saw no immediate solution to the problem. In Sao Paulo as in many developing areas, the lack of skilled technicians is chronic. But the scarcity of workers at the bottom of the wage scale is a new phenomenon in this city, Latin America's largest and fastest-growing, with a population that is approaching six million While the authorities are somewhat troubled by rising wages and production costs. they general!) consider these conditions symptoms of the country’s economic development.
