Cedar Rapids Gazette (Newspaper) - April 19, 1974, Cedar Rapids, Iowa Czarnecki: HUD Shutout Disastrou By Ford Clark IOWA CITY "If HUD clos us out, Iowa City could becom a disaster area." That was the comment Iowa City's mayor, Edgar Czar necki, following a morning co ference between HUD officia and Iowa City representatives. At issue is the recent defeat a general obligation bond issi of million by Iowa Ci voters, which has left the city urban renewal plans in disa ray. Thursday morning, officials the department. of housing an urban development (HUD again told the city the downtow urban renewal project is no financially not feasible. According to Czarnecki, HUD officials firm in tel ing us we are still responsib for supplying parking facilitie in the downtown area. Fewer Spaces "Presently, urban renewa planning calls for us to spen million to supply park ing spaces. I asked if we spen the appropriate amount money, but did not come u with quite that number of park ing spaces, whether this woul 1 fulfill our requirements. "They implied it would not." Czarnecki stressed, "HIT made no recommendations, bu expressed considerable interes in next Tuesday's city council meeting when we plan to tak up the matter of renegotiate the city's contract with Old Cap itol Associates." City Approval It was Old Capitol which wo city approval for an over-a single-developer concept for th downtown area. This plan was aborted, although the contrac is still in effect, when the low City voters gave only 54 percen approval, although 60 percen was needed for the city's park Ing obligation. Czarnecki shot down a men tioned possibility of using reve nue bonds to finance downtown parking ramps. "Let's be honest, no on would buy them. Our situation is too confused for hi said. Czarnecki confirmed the cit; council had gone into an "uns cheduled executive session Thursday morning concerning urban renewal-related mat ters." Downtown Future When questioned about the fu ture of the downtown area, if HUD continues to withhold fund ing, Czarnecki said, "We would attempt legislative remedies and, as a last resort, take out a loan with HUD and repay the loan by selling off urban re- newal land piecemeal.
