They will be paid 80 percent of (he starting salary of a regular firefighter, about 53.20 per hour. They will work a 411-hour week, of which ten will be devoted to schooling and counseling. "But it Is expected they would be hired at the end of the year, assuming they pass the civil service tests." 9 e s TO BE eligible for partici- pation in Ihe new careers pro- gram, which is 100 percent federally funded by the de- partment of labor, an appli- cant must come under federal low-income guidelines and be unemployed or under- employed. The applicant, must also fit one or more of the following five criteria: (1) A high school dropout; (2) Be han- dicapped physically, mentally or emotionally; (3) Under age 22; (4) Age 45 or over; (5) A member of a minority group. The decision to use all seven snots this year as firefighter aides automatically elimi- nates persons in the second and fourth groups, and limits members of the third group to applicants 20 or 21 years of age. because the minimum age for firefighters is 21. "Applicants for those posi- tions need to meet the Cedar Rapids civil service require- ments as well as the depart- ment of labor disadvantaged Kuhlman said. Applicants in the first cate- gory, high school dropouls, will work toward their equiva- lency diploma while on the job. The fifth' category, members of minority groups, has prompted a lot of specula- tion that the new careers pro- gram will be used as a device to integrate the fire depart- ment. Safety Commissioner James Steinbeck said that isn't the purpose of the program, .but he'll be pleased if it's one of the results. "Hopefully, this will break Ihe ice in the fire department, but there's.no way to guaran- tee he said. Steinbeck believes the pro- gram will be a big help, bolh to potential firefighters and to veterans, whether or not it at- tracts black applicants. Because the aides will work directly with firefighters for a full year, and receive weekly evaluations, the program pro- vides a good method of adding new men to the force. The weekly evaluations, and supportive services offered to help with weak points during the first year, will also be beneficial. After Ihe year. Steinbeck explained! Ihe seven aides will have an excellent background for their new jobs and currenl members of the department will know the aides, both per- sonally and professionally. O C 9 THE SAFETY commissioner said he would like to see fu- ture programs, either through new careers or something similar, used to form a police cadet program. Those, programs were for- merly administered by the Jlawkeye Area Community Action Program (HACAP) in l.inn, Jones and Johnson coun- ties. The comprehcasivc educa- tion and training act changed that, providing that in coun- ties with cilies of more than population, the mayor of Ihe city is the prime spon- sor of the programs. (In other counties, the gov- ernor is tho sponsor. Governor Ray has designated HACAP as the administering tody for the six other counties in Area Ten.) Mayor Donah! Canncy dele- gated the authority for ad- ministering the Unn county program to the city personnel department. It is kept independent of the manpower office, so the pro- gram can be objectively moni- tored and evaluated by the manpower coordinator. The staff has considerable experience in federally-funded training programs. Kuhlman has directed the Public Em- ployment Program (PEP) since 1971. Project director is Larry Harmon, who served in the same capacity at IIACAP. The counselor is Robert Putt, who has worked with bolh the PEP and Public Service Care- ers (PSC) programs. "Because Mr. Harmon is fa- miliar with Ihe programs, we have persuaded him to come to the city as program direc- Kuhlman said. "We have two staff members that are very familiar with depart- ment of labor policy and the philosophy of the programs." .FOUR more persons are needed to complete the staff. Interviews were held last week for an accounting clerk, a clerk-stenographer and two operation coordinators. Explaining the duties of the coordinators, Harmon said, "They're going to do recruit- ment and work with the par- ticipants. Assessment of an applicant or a participant is going to be a big part of their job." The coordinators will also set up a program for each participant, including the.sup- porlive services each individ- ual requires. The department of labor has authorized an initial grant of for all the programs. In the case of new careers, that's for a whole year, but It covers less time for the other programs. Both PEP and PSC are being phased out. PSC ends March 14 and PEP ends June 30. Funding for NYC, summer NYC and Operation Main- stream covers the programs through August. All the programs have things in common; all are for persons who fit low-income guidelines, all have the goal of permanent job placement, and in all cases the jobs must be with public or non-profit private organizations. The differences come in the support systems provided or in the requirements for eligi- bility. PEP is basically a device to help the unemployed get back to work in a time of slack economy. PSC is more of a training program, for disadvanlaged persons in the area of human services. NYC is for persons aged 14 lo 21. Operation Mainstream servos persons 10 and over, and at least .10 percent of cnrollecs must be 45 or older. Kublinan is optimistic about the opportunity the various programs provide for moving the unemployed'smoothly into the work force.
