the Senate than to Interest By Robert D Reid LinctaaySchaub Newspapers 1 Editorial Editor Illinois politicians and interest groups probably are up than what appeared during the deceptively calm last days of the legislative session The General Assembly ad journed Wednesday without fin ishing much of its important economically sensitive business It will return to work at least public work Wednesday Accompanied as the legislative activity of recent days was by the usual end of session shennigans harsh rhet oric and political posturing the temptation was to conclude that the lawmakers were spinning their wheels doing nothing of importance while they stayed in Springfield That is a dangerous assump tion to make It could play into the hands of the enemies of an open process of decision making in state government The fact is that most of the Important matters that the leg islature has had on its agenda Bince it started serious work earlier this spring only recently have been debated in the ways that really count But the debate has been going ion largely out of public gaze and off the public record in private telephone conversations in Springfield hotel rooms in se cluded nooks and crannys of the etate Capitol in the offices of Gov Daniel Walkers political House But in the last week of the session and in the period of ad journment of last Wednesday until this Wednesday the hectic activity of legislators and lob byists on alarge number of still unresolved key issues has been almost completely out of public That may have been Hie only way all the conflicting Interests could have been settled It also may have been planned by some of the key legislative leaders who made no effort this year to stop the clock as a means o applying pressure to force tire lawmakers to resolve their dif ference in the legislative cham bers In any case a lot of importan political activity has gone on in private the past two weeks An that may not have happened totally because of
