We were pleasantly surprised to see this man get off the mower to pick up litter before he mowed over it. We’d like to thank him for caring enough not to mow it into 100 pieces causing the area to look trashed. It only takes a moment to go the extra mile and do the right thing. Gilbert "Bubba” Doss of Bubba’s Marine Construction EEC, has applied to TVA for a 30-year easement to build the marina, recreational vehicle park and tourist cabins on a 92-acre tract.  The Rogersville Special Interest Group, which is associated with the Shoals Environmental Alliance, will lead a public rally Thursday at 1 p.m. at Rogersville City Hall to protest the proposed complex.  The group, w hich has a couple of dozen  members, has listed concerns on a Web site, which include environmental impact on endangered species, whether the developer has financial resources to complete the project, the proposed dredging of 2,700 cubic yards of materials from the river, drainage, displacement of an equestrian trail, county road maintenance, bank erosion, noise, sewage disposal, fuel leakage, litter and trash disposal, boat traffic, crime, overpopulation and infringement on bird habitats and wetlands, among others.  Both Doss and a TVA spokesman said they are addressing these concerns and the public can comment on them once they complete an impact study. County workers get raise  3 percent cost of iving increase in $21 million budget  By Sonny Tirnlr  sonnv(a athensnew's-courier.com  1 he Limestone County Commission approved a record S21.2 million budget Monday that includes a three percent cost of living raise for the county's 200 employees.  The new budget takes effect Oct. 1.  County Administrator Pall Ball said the cost of living raise for employees w'ill cost the county another S215,000 per year.  All public appropriations in the budget remains the same as last year with the exception of a SI0,000 increase from $60,000 to S70.000 for the Mental Health С enter of North Central Alabama.  The Limestone C'ounty Sheriff’s Department, jail, courthouse security, school resource officers and debt service that includes 1 1 patrol cars all total approximately S5.1 million in the new' budget.  In other action, the commission approved a four percent cost of living pay raise for the 40 county retirees and agreed to enter into a contract w ith the Alabama Department of Youth Services for long term detention subsidy. Commissioners agreed to pay S75 per day for three beds. Chairman David Seibert said the county will receive a portion of that money back from the state at the end of the year.  The commission approved the following:  • Family medical leave for Patricia Moore, beginning Aug. 26 and ending Oct. 21.  • 3()-cent per hour assignment compensation for investigators with the Sheriff’s Department.  • Employed Sherry Craig as a van driver for the Limestone Council on -Aging, pending drug and alcohol screening.  See Budget, Page 2A  2 roads leading from quarry will be resurfaced  A portion of Cross Key and Easter Ferry roads in western Limestone County will be repaired and resurfaced, a project that will cost $334,262.  Rogers Group which owns and operates a rock quarry off Easter Ferry Road w ill finance the project at six percent annual interest rate, county commissioners said Monday.  Limestone County Engineer Richard Sanders said the project w ill consist of more than three miles. Cross Key Road and Easter Ferry Road connect.  Commissioners have said rock quarry trucks coming in and out of the quarry are tearing up the roads and m an agreement with Rogers Group, the county is receiv ing fees to help recover some of the costs involved in the resurfacing.  fhe rock quarry has been in operation for about five years.
