Meetings Slated By The Associated Press United Mine Workers meetings were scheduled for several levels this weekend in an effort to end the ten-day- old coal strike in central and western Pennsylvania A three-man commission from the UMW International executive board met Friday with some coal company but there was no word on progress resulting from their talks The three John ly Frank Clemente and William planned to meet with leaders of union locals today in an effort to get the back to work Some locals have voted to return to said Frank Kulish president of District 2 and two other locals about 800 men have called votes for Sunday The big problem faced by the District 2 leadership is the presence of roving pickets who show up at the mine portals and prevent those men who do vote to work from doing so Estimates of the number of men off the job range around which would stop the production of about toris of coal per day Another are off the job in northern West Virginia one mining source said although a restraining order was issued against pickets there Friday Other restraining orders and tions have been granted to individual companies in Indiana and Somerset Counties but the court orders against picketing have generally been ignored One source at District 2 headquarters in Ebensburg estimated that the walkout has shut down as many as 100 mines in the district District officials dispute the figure as too high but admit that virtually all major mining companies in Cambria Indiana and Somerset counties and parts of Armstrong County have been idled Another mining source said he thinks the strike has about run its course regardless of the issues I think the miners will go back he said season is well under way vacation time is coming and the guys are beginning to need the money The strike began April 10 when workers walked off the job at the Florence Mining No 2 Mine near Huff in Indiana County to protest the firings of two workers Other locals quickly walked out in Secretary of State Henry Kissinger In the first business of the meeting Dr Kissinger was elected president of the OAS AP Wirephoto Kissinger Vague On Latin America ATLANTA Ga AP Secretary of State Henry A Kissinger was expected to avoid controversy in general and Cuba in particular in a speech to the Organization of American States today In a preview of the speech State Department sources said Kissinger would make very few specific proposals emphasizing instead what has become a theme in nearly all his recent public utterances international cooperation and consultation Following a reception for the OAS delegates Kissinger worked well into Students In Dimes Walk More than college and high school students participated in the ty's fourth annual Pledge Walk for the March of Dimes today They the cost of living zooming up by 1.1 per cent in March the economist call it galloping inflation now Consumer prices are 10.2 per cent higher than one year ago All this talk we've been hearing that the Nixon ad- ministration expects the economy to turn around in the second half of the year better be correct and not just a lot of hot air the night Friday to get the language right According to the sources the secretary would include these Americas are equal the United States is not a dominant factor and any issues should be resolved in that spirit dialogue among equals means cooperation and consultation not in- flamed rhetoric and unilateral decisions problems such as trade and the operations of multinational businesses should be solved by hard work on concrete programs not by framing expansive declarations of ciples Yet U.S officials said Kissinger's speech would be devoid of specific solutions or even a frank evaluation of the major issues An example was Cuba The officials predicted there would not be tion of the Havana government even though one of the speakers at Friday's opening session challenged the United States Argentinian Foreign Minister Alberto J Vignes said cooperative spirit should be seen in terms of hemispheric arity It was clear he meant Cuba No people should be left Vignes said in a clear reference to the supported economic embargo and political isolation now aimed at Fidel Castro's Communist government American sources explained Kissinger would not take up the challenge because of concern over the effect any U.S policy shift could have on
