The French Ambaflador has had fcveral conferences with our Mi-niiter3~of State, and 'tis faid makes wy advantageous Propo&l* for ingaging this Court to their Intereft. He has fent an Exprefi to France, with an Account of the progreft of his Negotiation, which is varioufly reported, fome being of opinion thn the King has figniiiedhis intention, of ftanding Neuter in cafe of War, and others faying that his Majefty has abiblute-ly declined to give any anfwer. An EnglUh Veflei arrived fome days ago at Cafcais, in 6 days from Falmouth, with a Letter from his Majefty of Great Brittain for the King, and the fims was immediately fenc to Salvaterra, where his Majefty intends to continue till Whitfun-tide, it being fuppoicd that before that time there will be (uch alterations in the affairs of Europe, that this Court will be the better able to determine themfclves about the Spainifli Succefllon. They write from Spain, that there are great murmurings amongft fome of the Grandees, and trial the Emperors party is like to prove considerable, if ever they have a fa jr opportunity to declare themlelves. They continue to repair the Fortifications of (ome of our Frontiers, and to-tit out our Fleet, that We may be teady ix> make a vigorous defLnce,in caie we are attacked. Madrid, April 7.   Tne King has received two Ex-preffes, one from his Amballador in Holland, and the Other from France, with the Copy of the Propofals raade unto Counr d" Avaax, on rhe part of England and Holland, and t ha fame ruVe been communicated to the Council of State, who have taken iome days to Confider thereof, before they deliver their opinion in that extraordinary affair. The Sieur Schoneniurg, Envoy of the Stater General, has again demanded rhe Papers thac were found with Mr Jolly, Mailer of the Horfe to the Ear! of Maiwhefier, who was fome time ago drowned in his way from hence to Paris; but they have anfwered, that no Papers were found with him, and that he had nothing but a Watch and fome Money, which would be reftored to the laid Envoy ; who nor being fam/isi therewirh, told the Secretary ofthe Univcrfal Difpatches, that he wondred he ihould deny, that that Gentlemen had any Papers, Teeing he carried his own difpatches, and that all the World was told, that die Papers found in his Wade-coat, were lent to the Regancy.  He added, that the detaining of cheie Letters, was an infringement of the Priviledges of Foreign Minifters, and would confirm fome fufpicions about the Death of that Gentleman, which are not very honourable to the Spanijb Nation.   The new Xing having difpofed ofthe Government of Catatonia and feveral other Provinces, before having fworn the obfervation, and maintaining of the Laws of each of thofe Provinces, they are much tifTatisfied with that proceeding, and the Government of Arragon has written a Letter to his Majefty, containing a reprefenration of their Rights and Priviledges, which  tho very fubmiftive, has not been liked by the King.   The new Levies which we were tomske are at a fland, and our Treafury is in fuch a condition, that we can neither raife Land Men, nor ific out'Ships for want of Money ; infomuch, that his Majefty will be obliged to fend for French Troops in cafe of War.   There  is a talk of a Treaty concluded with Portugal, but one would think, that the orders given to rhe Troops in Catalonia, to majctj, towards the Frontiers of Portugal, are a fufficient indication, thar an Alliance with that Crown is not fo far advanced, as we are told by the Letters from Paris. We hear by the way of Csuta, that the Emperor of Moroec} was advanced within 30 miles of Algiers, but that he wis furroundred by the Algerines, fo tha* he mult needs petifh with his Army, or furrender Upon difcrerion to his Enemies.   The Son of that Prince has gathered what Forces he coulJ, and ;nai� a great detachment of the Army before Casta, for relieving his Father j but 'tis thought he will come too late. Monfieur de Chahaisrenaud, who is to command at Admiral in the Indies, is arrived here, to receive the Kings inftrucriom. 'Tis lmpoffible to exprefs the magnificence of the Preparations, that are making for the Kings publick Entry, which is put off to this day ievennighr. Badtn, April 17. TheGeneral Dyet ofthe Cantons is happily concluded, and are to meet again on the , 4th of May nexr, and give art anfwer t6 the Imperial, Spanijb,. and French Minifters,concerning the respective Proposals ; the Imperial Ambaflador has given them* a Memorial, containing a juftification of bis Mailers pretention to the Sf#�//b Succelfion, and in particular to the Dutchy of Milan, ofTeringrto renew with then* the alliance which they had with the late King of Spam, as Duke of Milan, and pay them ready mony the arrears due unto them. He represents unto them in the next place, the dangers their Republick, and Em-ope in general are tnreatned with, from the Union of Franco and Spain, and that there is no other Way to prevent the lame, but by joyning with the Emperor. The Cantons have received the Spansfb Ambaflador, as Ambaflador for the Regency of Spam, and will not fatter him to fpeak iD the name of Philip the
