near zero the number of US and Soviet nuclear weapons in Europe top White House aides say Aides said Reagan will unveil the recommendation in a major address day at the National Press Club in Washington It will be his first major foreign policy pro Reagans speech will lay out the position the United States will take when talks open in Geneva on Nov 30 on reducing the US and Soviet intermediate range nuclear Storms Sock Coasts Thousands Lose Power Storms battered two coasts early today lashing the Pacific Northwest with rain and high winds and prompting gale warnings over the north Atlantic states where 70 mph winds churned off shore Persistent rains and gale force winds blasted Washington Oregon and California where at least 15 people have died since Friday More than aninch of rain was reported at Ore and Medford Ore reported a hall inch Gale warnings were posted from Washington to northern California where winds were expected to peak at 50 mph Gale warnings also European countries beginning in December 1983 NATO decided in 1979 to deploy the missiles in West Germany Britain Italy Holland and Belgium specifically to counter the SS 20s whose 2500 mile range enable them to strike far west as Britain US negotiator Paul will make a bid to cut back the theater nuclear forces as atomic weapons in Europe are called to the zero level aides said It was expected Russian Aircraft Sensitive New E Violate Areas Soviet Economy Gloomy MOSCOW UPI The Soviet Union will fall short of its targeted production of coal and steel the nations chief economic planner said today adding further gloom to Soviet President Leonid grim appraisal of grain shortfalls Nikolai chairman of the state planning agency GOSPLAN gave the gloomy news on coal and steel to the 1500 deputies of the national parliament at its opening session today His production report for 1981 mirrored the dissatisfaction expressed by Brezhnev who warned the nation that food production was the most serious economic and political problem of the future said 1981 in production was up 34 percent over last year and cited plans to increase energy production by 26 percent Unfortunately he said It was not possible to fulfill the plan in some areas These included agriculture coal iron and construction of new en he said Brain May Be Damaged WASHINGTON UPI John W Hinckley Jr shows sign of improving from in juries suffered in his jail cell suicide attempt but it is unknown whether he will suf fer permanent brain damage or kidney complications authorities say Hinckley President Reagans accused assailant was in intensive care and under watch today at an Army hospital at nearby Fort Meade Md the Justice Department said The drifter hung by his neck from a rolled up jacket for three to five minutes in Fort Meade cell Sunday before US marshals reaching through a window were able to cut him down Initially they attempted to enter his cell through the door but were halted by the door lock that was jammed from the inside with cardboard from a box of crackers said department spokesman Tom DeCair It was second suicide attempt since being arrested on March 30 on charges of trying to corn wheat and barley WASHINGTON UPI The Soviet airline Aeroflot has until noon Wednesday to con vince US officials not to put a suspension on the airlines US operations for flying over sensitive areas of New England The Civil Aeronautics Board notified Monday its operations would be suspend ed Nov 2128 unless the airline provides a good reason for two Nov 8 flights in violation of Federal Aviation Administra tion regulations Unless convinced other wise we intend to implement our decision to temporarily suspend permit authority the CAB said But a spokesman for the Soviet Embassy said There were no intention of overflights made by our Aeroflot planes The allega tions that the deviations were deliberate we think they are factually inaccurate The point is that our planes followed the rules suggested to us by the Federal Aviation Administration But there seems to be a certain misunderstanding about the routes approved by the FAA and which are approved by the State Department he said The spokesman said the embassy will be in contact with the State Department We hope a mutually tory solution can be found Aeroflot flies two round trips weekly Tuesdays and Sundays between the United States and Moscow both into Dulles International Airport near Washington Aeroflot flights to New York were canceled after the Soviet invasion of Afghanistan The violation was apparent ly units 10th yearly ti tle after a panel heard two minute speeches from seven candidates Fink stressed the need for open communication among cancer patients Student Work Program An Example Of Partnership SHADOWING PROGRAM Betsy Androski left shows Lisa Lehman what its like to work in the personnel department of Tyrone time paper mill Lisa is a TAHS student involved in the program ar ranged through community cooperation with the schools By PEG KURD American Education Week which began yesterday has as its goal the establishment of a partnership between the com munity and its schools In the Tyrone Area School District this is nothing new We have been trying to get area citizens involved in our school program for many years said TAHS Principal Neil Smith The elementary schools are encouraging adults to visit classrooms and share their hobbies and experiences with the students and many of our high school students are getting practical experience through the cooperation of local business and industry Vocational Director Robert credits members of vocational advisory committees in the trades business agriculture home economics and distributive education with the success of a program which helps students in career choices The program is called shadowing said Westley The vocational advisory committees send to area employers asking them to accept the services of one of our students for one week During that week the student works with an employee of the company discovering just what its like to have a job in that particular field The program has had rave notices from both students and employers EMPLOYERS COMMENT Typical employer com ments were student was very much interested in our type of work School students we have hired in the past have been fine employees and the high school has a fine training program for business students This program could develop into something very wor The student gets to see the real work day the pleasant points and the unpleasant ones student was very eager to help and looked for things to do She wasnt afraid to ask for work and completed it on The flights went over much of New England between Maine and Long Island NY when they should have been over coastal waters a FAA spokesman said There are several military bases and air defense systems in the area State Department spokeswoman Anita Stockman said violations Morgan is holding onto the materials an area resident told police he found in September while looking for old bottles in a dump in Rush Township across the Centre County line Borough solicitor Ronald Archer said he inspected those records at the district at request and they are mainly financial records covering the years 1967 to 1976 They did not appear to have been at the dump and ex posed to the elements for a long time Archer said He said the district at office has agreed with borough officials that an investigation should be conducted Hopefully it will deter mine who had the material in their possession who disposed of it when it was left there the dump and why Archer said adding no one was even aware the records were miss ing until the find was reported to state police by a man who said he was looking for bottles in the dump Archer said he hopes that Found Dead At Age 63 Autopsy Performed Today On Actor William Holden HOLLYWOOD UPI Ac tor William Holden whose roles in more than 50 motion pictures included an Oscar winning per in Stalag 17 was discovered dead in his apart ment Monday Authorities say the actor may have been dead for a week An autopsy was planned today to determine the cause of death and to positively iden William Holden the decomposed body found alongside a bed in Holdens Santa Monica apart ment Police said his death ap to be from natural causes Were carrying the body as a John Doe a coroners depu ty said late Monday The body is so badly decomposed there is no way to identify him We will have to use den tal charts for identification Police said however that Holdens agent E Richard Comstock positively iden him at the scene The actor was President Reagans best man at his 1952 wedding to Nancy Davis and the president expressed a great sense of personal loss upon hearing of Holdens death Actress Stefanie Powers Holdens close friend and companion for several years said she was heartbroken to lose such a wonderful person who leaves such an un void in my life Ive lost my best friend Glenn Ford said in tears He was my best man when I was married Im trying to find out what happened We were friends since 1938 was what I would call a tough honest actor Gregory Peck said I mean he could convey a great deal without letting the acting show through He was a man a real man who happened acting as a profession Holder won an Academy Award for Kenya Safari Club in Africa where he was a parttime resi STUDENTS APPROVE Positive comments from the students included Bellwood Council Hears About Budget Ambulance New Force By Dale Bellwood Borough Council worked last night to establish tentative 1982 budget figures to submit to its auditor for con sideration At this time it looks like the water and sewer budget will be reduced from the 1981 figure with no rate increase councilmen predicted Jack Hite of Gwin Dobson and Foreman working with the water com told council he expected the 1982 water budget would indicate a fairly good surplus with maintenance becoming a greater concern One of the maintenance items included in the new budget is the purchase of a flow meter at a cost that will be determined by bids The boroughs current flow meter has been faulty for several months not providing the borough with an accurate measurement of water used Hite said that the budget will include money needed for materials and which in the past have been neglected The figures being discussed for the sewer budget are also less than last year and no rate increase is planned The budget will be discussed for approval at the regular council meeting in December HUD Council approved a plan to apply for a change in the status of the boroughs Housing and Urban Development program George Closson Block Grant Administrator said the borough would benefit by submitting immediately a proposal to create eight apartments in the North Side of town with the grant money previously allocated for renovation of the Myers Elementary School Because of the new elementary school project fell through the old school is not available for conversion to apartments In order for the borough to retain the grant the new apartment idea was approved The change in the applications still must be approved by HUD Closson said POLICE Chief of Police Greg Ciaccio introduced the new borough police force to council last night and said they are doing a good job and assuming individual roles in the department that were previously neglected Introduced were Tim Brennan Paul Pfahler Ron Givler Mitch Cooper Dean Rossman and John McClain Absent were Robert Archey and Jeff Foust The men will work individual six hour
