they were taking proper care of it Does that statement still hold I for one think not Yesterday I was a visitor ot the encampment at Grove and a stench was borne on the almost unbearable The stench nc t only unbearable bnt if one was to remain in it it wonld result in to his health It was evident tbat the night soil is m t in all cases disposed of as is required by law Tne scavengers are supposed to dig pits put tbe offensive matter in it and then see that it is properly covered up Thus it is prevented from being an ing disagreeable and unhealthy nuisance Dm the Health In- spector and Board of Health extend beyond the city Or have they the power to com- pel the scavengers to properly do their work If should at nm f institute a search for tbe offending parties and make them either comply with tbe law or abide by the consequences I do not wish to censure the Health Inspector because T he hard to do his duty Perhaps be is ant of the cause of the present complaint If he this will put him
