Starrs Points Listed By The Associated Press The report by Independent Counsel Kenneth Starr alleged 11 acts by President Clinton that may constitute grounds for an lied under oath in the Paula Jones sexual harassment case about his sexual relationship with Monica Lewinsky under oath to the grand jury about his sexual relationship with Ms Lewinsky under oath during the Jones deposition when he stated he could not recall being alone with Ms Lewinsky and minimized the number of gifts they had exchanged under oath in his civil deposition concerning conversations with Ms Lewinsky about her involvement in the Jones case to obstruct justice by engaging in a pattern of activity to conceal evidence regarding his relationship with Ms Lewinsky from the judicial process in the Jones case to an understanding with Ms Lewinsky that they would lie under oath in the Jones case about their relationship and tried to obstruct justice by suggesting that Ms Lewinsky file an affidavit so that she would not be deposed she would not contradict his testimony and he could attempt to avoid questions about Ms Lewinsky at the deposition to obstruct justice by helping Ms Lewinsky obtain a job in New Kenneth Starr laid before Congress and the na tion Friday a breathtakingly lurid description of President Clintons sexual misconduct with Monica Lewinsky and de clared he had gathered substan tial evidence that may consti tute grounds for an impeach ment Clinton engaged in a pat tern of conduct that was incon sistent with his constitutional duty to faithfully execute the laws Starr declared The 445page report un sealed by a House vote and made accessible to millions of Americans via the Internet accused Clinton of 11 possible impeachable offenses ranging from lying under oath to ob justice After months of leaks and conjecture there were few sur prises except in the steamy de tails The presidents lawyer was quick to criticize Starr for in such lurid allegations and emphatic that Clintons conduct was wrong but not im The report provided evidence of what prosecutors say was an effort to sway the testimony of his trusted Oval Office secre tary Betty Currie and Ms Lewinsky the youthful former intern whose grand jury testi mony about her unlikely affair with Clinton has dragged him to a vulnerable point in his presi dency At a prayer breakfast hours before the reports release Clin afternoon on the lawn outside McKinney Hall on the campus To the strains of bagpiper Eugene Zimmerman the faculty in full academic regalia processed across the campus to open the convoca tion Also allegations The Dow Jones industrial average rose 17996 to 779550 overcoming an early 96point slide and finishing the week 15525 points higher American Express surged 8 points or the equivalent of about 35 Dow points to 78 after reiterating its goals for profit growth Franklin Man Killed In Accident A Franklin man was killed late Thursday evening on SR 427 according to state police Troopers said that the accident occurred as a vehicle operated by Matthew M McDougal was northbound on SR 427 at an apparent high rate of speed traveled off the berm of the road then traveled back on the roadway across both lanes of traffic striking a tree State police said McDougal was transported to Northwest Regional Medical Center Franklin Campus where he was flown to Pittsburgh Presbyterian County Vietnam Era See WALL page two Cherrytree Supervisors Eye Equipment Building Needs by Colleen Rhoads Cherrytree Township Supervisors discussed new snow plows new roofs and new jobs at their meeting Tuesday which had been rescheduled from the prior day because of Labor Day Supervisor Roger Patterson said said both the townships snow plows are basically worn out Theyre nearly 40 years old he said They have a lot of stress cracks and bends and the blades are worn down Two estimates for new equipment has been received and another is expected soon Supervisors said theyre expecting to buy at least one plow depending on borough finances The current plows could be sold for a few hundred dollars each during the winter months they said Supervisors also considered replacing the township buildings front porch roof this fall The roofs construction has caused damage from water leaking into the buildings front walls especially during freezing Weather when ice danis form Supervisor Joe Ziemba has tried several times to fix the problem but the repairs havent worked Ziemba and Patterson suggested removing the porch roof attaching roof trusses to the front of the building and running a roof out 20some feet The sheltered area would be paved permitting the fire department to have additional tables for fundraiser outside in good weather and allow easier access for the physically challenged Patterson estimated that materials costs would total a couple thousand dollars Supervisors will discuss the project with fire officials to determine what they can contribute to the project In other business resident Ken Humanic questioned how last months contribution to the Venango Economic Development Corp would benefit the township The payments are used for the expenses of helping attract businesses and jobs to the region When someone in the township gets a job in the area it benefits the township Ziemba said The township has been making such contributions annually since the
