away from incumbent Democrat Joe Vigorito in an upset victory Vigorito conceded defeat as early as pm last night as he was defeated soundly in his home county of Erie Vigorito loses the seat after a vigorous campaign battle with Marc Marks who spent more than double what Vigorito did during the primary and general election campaigns Robert Hereford the American Party candidate received only a minimal percentage of the vote and did not figure in he outcome of the race Vigorito was seeking his seventh term in the district which includes Erie Crawford and Mercer counties Vigorito was first elected to office in 1964 but this year faced his toughest test against Marks In his previous campaigns the incumbent Democrat had defeated his opponents by wide margins until a close victory over Republican candidate Clem Scalzitti in 1974 Marks claimed from the start that it would be a tough cam and he proved successful in the outcome Vigorito said he was surprised very surprised that he lost the race He said be had not expected to lose yesterday Astounded A spokesman for the Democratic Committee in Erie County said he was astounded and amazed that the people of the 24th Congressional District have taken Vigorito out of office He said he just couldnt explain why Vigorito lost to Marks Vigorito was a member of the House Agriculture Committee the House Interior and Insular Committee and was chairman of the subcommittee on Domestic Marketing and Consumer Relations He also served on several other subcommittees in the House The in the district Marc L Marks is a Sharom attorney who ran for Congress for the first time Marks has been active in management of state and national campaigns and served as solicitor for Mercer County from 1960 to 1966 Marks has been active in management Election return workers yesterday at City Hall had their hands full with the new mailer registration voters According to reports last night it seems as though most of the persons who registered by mail did not know where to vote Many of them were coming to City Hall expecting to vote there because that is where they picked Johnson Trails In 23rd With IBS precincts reported late last night Republican incumbent Congressman Albert Johnson of the 23rd District was over 4000 votes behind his Democratic opposition Democrat Joseph Ammerman was ahead in at least four counties as the votes were being tallied A strong lead for Am merman was being predicted in Centre County but no official reports were in from that area Incumbent Johnson was ahead in three counties in the district which is comprised of Cameron County Centre County and portions of Clarion Clearfield Clinton Elk Forest McKean Potter Venango and Warren counties This is the way the race was shaping up in the late hours yesterday Warren County 28 of 43 precincts Clearfield County 81 of precincts Clarion County 10 of 34 precincts Ammerman 213 Johnson 341 Elk County 18 of 35 precincts McKean County 44 precincts Clinton County If of 37 precincts up their mailer registration forms It seems that the problem was that when the constituents received their cards in the mail there was no mention alluding to where that person was expected to cast his or her ballot Reportedly persons were coming in from Rome Township Oil Creek Township and other surrounding Crawford County townships expecting to vote in Titus ville Another problem was with city residents Many of those who registered by the new mailing system did not know what ward or district they were in One person living across from City Hall went to vote there and found that his residence is not in City Halls district which is the Second Ward First District Another problem cited was the late mail registrations Workers gave examples of several cases in which they did not have any record of the registrants They were forced to call Crawford County offices several times to determine if these people were actually eligible to vote City Hall was reportedly the only voting district in Titusville which had problems with the new mailer registrants City Vote Reported Titusville was the first municipality in the state last night to report the
