tury ago symbolized by that liberal president John Kennedy OK then quickly name a policy not a style or a rhetorical ish but a real substantive policy of the U.S government under Reagan that is not somewhat to the left of the policies followed under Kennedy Not federal budget deficits not spending on social welfare grams not arms control ments with the Soviet Union gan may speak ill of all three and Kennedy may have defended them but the government today does more in all those areas than the government of the early did Deep in his heart Reagan may want to repeal the Clean Air Act abolish the wilderness system do away with food stamps and federal aid to education and eliminate Medicaid But all are now en- trenched Deep in his heart probably would have loved all those programs but when he was president some couldn't get through Congress and others hadn't even been conceived The point of all this is that though the rhetoric the style and to some extent the substance of American politics have moved to the right over the last two decades the reality of American life has moved rather steadily to the left and there it remains Though con- win a lot of elections it's important to remember that the center has moved so far to the left that the right is where the left used to be not all that long ago If you doubt that just listen to the candidates who ran in last week's elections Not one described himself or herself as a liberal But every one of them wanted to provide more public vices meaning spend more lic money for schools prisons transportation care for the elderly and protection for the ment Not too many years ago that was a pretty good definition of Perhaps the most conservative of these candidates is Wyatt rette the Republican who ran for governor of Virginia Durrette Jon Margolis eused his Democratic opponent Geraid Baliles of representing a liberal philosophy Virginia has re- throughout the years But when he was asked during a tele- vised debate whether he would use an anticipated revenue surplus to cut taxes Durrette himself gave the traditionally liberal answer We have to meet the needs of education the needs of the the mentally retarded and the mentally he said Sounds rather like Hubert Humphrey doesn't Even some events that seem to signal conservatism really prove how the country has become in recent years In the Houston mayoral race a backlash against the assertiveness of homo- surface That might be called a conservative reaction but just think of As recently as 10 years ago the subject would not have been discussed in public Similarly a sort of reaction has been growing among those disturbed about naughty movies suggestive television grams legal abortions and a decline in morality But it is far more important that those movies and television are here and seem here to stay though even some liberals think things have gone too far Not that the Reagan tion and conservative successes have made no difference Many government programs designed to help the poor have been cut some of them substantially and the 1981 tax cut a conservative plan rewarded the wealthy more than others has rendered it all but possible to create new government initiatives But as the Wall Street Journal recently concluded in one of those exhaustive reports that probably depressed its editorial writers welfare state survives diminished somewhat from five
