Everything set for a new drive to reduce interest rates on housing loans The build-up was perfect Mr Roosevelt mentioned it at a press conference saying he was looking into it Witnesses were called be- fore the national economic com- The big witnesses for the closing session were to be Federal Housing Administrator Stewart Donald HOLC Chairman John hey and Slums Clearer Nathan Straus But Mr McDonald the key ness failed to show Mr Fahey appeared and received a going-over because his HOLC has failed to sell foreclosed houses at less than established real estate values Mr Straus was questioned about high costs in his program Questions were prepared to let Mr ald say why he has not reduced FHA interest rates But there was Etill no McDonald No witness pre- had ever failed to answer the call of Yet Mr ald's ominous neglect although un- recorded on the committee record continued until the committee ad- until September It seems fair to assume there is not going to be a reduction in FHA interest rates AVOIDS THROWING BRICKS This assumption is partly con- firmed by what committeemen were told was the reason Mr was missing He was aware of what was in store for him they say A few hours before he was to testify he called Leon Henderson guiding secretary of the committee and told Henderson he did not feel he should throw any bricks at the building industry at this time He has to get along with the industry and has considerable stake in it This sounded like on enough The committeemen feel that McDonald just does not want to lower the interest rates right now at least not as much as what might be lightly called the economic wing of the new deal which is ning as its magna vox Mr McDonald's FHA is now in the middle of a building season and a cut in rates would upset the whole building industry The economists agree but complain that he should have acted before the building son started However the president does not seem to be very hot on the subject as he omitted it from his message submitting their visible spending program his economists had urged him to include it All in all it therefore seems tain the drive is off until winter WOULD SHAVE PROFIT FHA insured mortgages cost the borrower now per cent One- half per cent goes to FHA for in- surance three-fourths per cent to the bank for service leaving around per cent profit for the the way the economists figure want to cut it by a full 1 or per cent to furnish money for housing construction at 3 or per Most FHA people are afraid of shaving that much They are not lending the money Private banks do it If banks can only get 2 per cent out of fHA insured loans they may turn their money elsewhere and let FHA go hang FHA probably will never consent to a cut of more than a fraction of 1 per cent All of which explains the part of the testimony that did not hear as to the difficulties in ing building costs CALL PURCHASE When no outsiders are around the new dealers refer to Mr hiring of Presidential date Paul McNult as the Indiana purchase An official coined the phrase ROOSEVELT WARNED OVER Mr Roosevelt is groaning more than you know about his budget A delegation of congressmen who came up to urge him to approve a public works program of 000 in addition to the invisible spending found him doubt it if you about expenses He mentioned that congress had gone over head on the farm that necessary in- creases in national expense was unexpected and spoke about the Democrats going into the campaign next year Nevertheless some of his he would not fight very bard if congress put through a step ward bridging the gap between re- venue and expenditures This distinction between investments and non- recoverable expenditures is not merely a bookkeeping one but it is very soundly based In the case of expenditures the servicing of the debts created to finance them must be met out of general tax ues However in the case of self- liquidating loans such as are posed in this the interest and
