Steubenville Herald Star (Newspaper) - February 26, 1976, Steubenville, Ohio THE Complete News Coverage of Mingo Junction and the TriState Area 264 FEBRUARY 28 PAGES IN 4 SECTIONS 15c 85c An Editorial An memorial j A Message To Toronto There is a hopeful note about the labor dispute ta Toronto between the members of the Toronto Education the school ad ministration and the board of education the walkout will be The trouble even the board members or the association like all labor disputes it will come to an everyone verbally thrashes the occasionally threatens a member of the other side and in general does anything that possibly can be done to impede a settlement of what certainly has to be a sorry day for education throughout the We are mystified and angry that groups of people and individuals we once thought had the capacity to sensibly talk about common problems have resorted to turning what is a deplorable situation into a sorry WE SENSE OUR FEELINGS are shared by the people in On one hand they are told facts by the teachers and their represen On the other hand they are told facts by the board members and those in the ad ministration of the We cant blame the residents of Toronto if they chose one side or the other and dont understand the We have come to somewhat the same The of are the No one denies But what disturbs us is the fact the board members nor the teachers are so con cerned about the childrens education that they cannot bend a couple of flexible rules which might lead to a The teachers say they cannot go back to work until the dispute over the elimination of 11 teaching the closing of Franklin School and the extension of the school day at the high school are The board adhering to Jefferson County Common Pleas Court Judge admonition not to discuss the case in have stated they stand by their previous will negotiate with the teachers when the educators become employes once again and return to Until board members have they will not bargain with people they call BY ALL STANDARDS OF LABOR negotiations we have ever seen or read the teachers are correct in their By all the law that we know or have heard about the members of the board are correct in their both sides are right and in the end it is the children who are the losers for That doesnt strike us as what labor negotiators and those who write the laws had in mind when they set down the we have what might be called a naive idea that the labor board and lawmakers wrote procedures and law to protect those who might be Unfortunately they didnt think of what kind of a mess teachers and board members might get themselves Everyone agrees the children are the ones who are being injured the most by the labor but we wonder if the citizens of Toronto realize that it is they and the children who are going to pay more than anyone else for what has been happening since THE FORMS OF PAYMENT are If the walkout by the teachers goes on and on there is a very real danger the school system will lose more than in state foundation funds because the required school days must be held before June which the state board of education has set as the absolute deadline for the ending of classes in the school year throughout the If the system lost that money it would represent nearly onefourth of its total ap during a year and we cannot conceive anyone believing there be the kind of education system in the city afterwards as it has Is the disput worth it The days lost from the classroom are going to have to be made The children cannot miss That means once this is all over there will be classes on Saturdays and perhaps Sun if the dispute goes on over an extended period of Is the dispute worth it Some of the teachers and noncertificated personnel have been reporting for work as scheduled since then being sent home because there is nothing to They get paid for it because it is the policy of the the law and the plain fact that they worked when they were supposed After the dispute these same people will have to performing the same duties on Saturdays and other days that they do There is no figure available on what it is costing the taxpayers of but it is nonetheless taxpayer money being spent for work per Is the dispute worth it We have heard stories of tightknit families who have taken opposite views on the and split Is the dispute worth it THERE IS THE PLAIN and simple fact that if the dispute is not settled by March 5 the Toronto basketball team will have to forfeit its tour Thats bad but the entire athletic program would be penalized for a year because all teams would be barred from any postseason play or tournament activity next fall and in the spring of Toronto may not be entertaining ideas of a trip to Columbus for the basketball team this but there is the very real possibility the football team may land a playoff berth next If that and the team is barred from playing because of the we wonder what the feelings in the community will Is the dispute worth it The teachers have indicated to us the dispute centers around the actions of Ronald Jacobs and if he would step out of the picture the dispute could be The teachers have even gone on record as saying they will buy the remaining portion of Jacobs contract so they can deal with the board members and resolve the items which have led to the board members have said in public that Jacobs will not take part in any negotiations and any talks will be held by the board SO WHATS THE PROBLEM One side says it will talk about the issues if the superintendent isnt present and the other side says it is willing to talk and the superintendent wont be The problem goes back to the board members refusing to negotiate with the They will but not negotiate with The teachers have indicated to us they are on a firstname basis with many of the board They have told us many of the teachers are board members are lifelong friends caught in a dispute neither To our way of thinking these friends ought to get together over a table and have a friendly No negotiation needs to be just a discussion of how people truly interested in the education of more than students are going to get out of the corners each has backed the other As we there need not beany no discussion of the issues involved in the walkout by the more than 80 What needs to be said are words from the teachers to the effect they would like to go back to work and resolve the differences in meetings after their The board members can agree and the children are back to Simplistic Negotiation Perhaps But there is something that has to be done and if what we have suggested is it But lets not let semantics get into the way of educating the children of The responsibility of teaching children is too important to let semantics get in its way and too vital to allow personalities to creep into the House Vote On Election Panel Blocked By Hays WASHINGTON AP The Federal
