From the St Paul Dally Globe 4 SETTLING THE STATE ia Heine Done the Hallway Tbe present year promises to be a lively season in Southern Minnesota and especially along tue line of the Southern Minnesota rail way The last season the road was from Winnebago City to Jackson forty six miles though the company hy the land grant act to build but seventeen miles It has until 1881 to build to the ern line of the State but it is proposed to build the entire distance miles during the present ties are already purchased and surveys made When the road reaches the western boundary of the State iu Pipestone county there will have been opened in two seasons 130 miles move of our beautiful prairie to settlement and advanced civilization and a portion of our State unsurpassed for fertility and resources Not only the distance in our own State is destined for a wheat field and stock range bat as the road penetrates it strikes one oi tho finest sections iu all our boundless West The road will be promptly rushed through to Big Sioux river in Moody county Dakota which county ready contains a population of nearly people One reason for the increased ment of Dakota is he that ly every quarter section has n settler upon it and no odd nre taken bv railroad com panics THE SOUTHERN The Southern Minnesota Extension com pany acquires large tracts of land as it pro and the manner it has opened them to settlement is a worthy example for other land grant companies It puts settlers upon the land and contracts to allow for and cents an acre for the first crop and no money is required down We are informed thai the sixty miles of the St Paul Soux City land grant which this road passes through is held by the Sioux City Co at from seven to ten dollars for wild This certainly is the wrong policy to pursue and one that tends to make the country almost a desolate waste This company owns nearly all the odd suctions in half of Martin county and much more in Jackson Nobles and other counties It can but be regarded as unwise policy to keep those splendid lands from settlement by high prices ers have around the and are ing the taxes and improving the roads and building the bridges and school houses aud supporting local and State while the railroad is holding these broad acres for high prices We trust this policy not be adhered to I HE JAMES L being a special trust of the Southern sota Railway company and consisting of about acres in Faribault Martin son Murray Rock Pipestone Cottonwood Lyon Redwood and Blue Earth counties are about to be offered on the same terms as our State and school lands are sold These lands have been so thoroughly and carefully ined that parties desiring to purchase can certain of the general J U Eos ton Minn or of local agents near the lands the exact character of the sections or quarter sections To make them the more generally and publicly brought to the notice of immigrants arid settlers and feeling a deep interest in settling our prairies we understand that Hon O P Whitcomb State land commissioner bus consented to sell these hinds after offering and soiling the State lunds if parties are desirous of purchasing It is intended to at on some plan to have two public sales during the year and in the meantime they can be purchased on the same terms at private sale at any time The policy is to get the lands into the hands of actual settlers and under cultivation All these plans seem so liberal aud as a consequence are likely to be the means of bringing to our State a large immigration duty to give this extended notice of what our friends in the Southern part of the State are and can but com- mend the course adopted by the Southern Minnesota railway to other land grant com- panies holding larger tracts for high prices tt certainly does seem to be the wrong policy o exact high prices for land Settlers raising wheat and cattle to transport may prove more profitable than the extra price received by holding the lands will present a report The report places no reliance on the testimony of Anderson Jenks Mrs Jenks Weber and that clans of witnesses and deals with the case on the general alleged facts alone The report is divided into three parts The first in regard to the second in regard to Louisiana and the third to the forged electoral certificate Each of the three points is elaborated at great length and concludes with finding that full effect was not given to the electoral votes of Florida and Louisiana that Hayes Sherman and others encouraged this result that the second of Louisiana was forged as to two of the names Kellogg and Clark being to it and that Tilden and Hendricks received a true majority of the electoral vote and were the real choice of the people at the Presiden ial election The Keport March 3d the minority ot the Potter committee consisting of Hiscock Cox of Ohio and Reed presented their report They dissent from tha views presented in the report of the majority both as to
