lists M M DODGE M D SEC 1 The common council may to bo established from time to time and as rapidly as tlis convenience of the inhabitants may require under the direction of the city surveyor the grade of all streets sidewalks and leys in said city and shall cause rate profiles thereof to be made and kept iu the office of the city surveyor SEC 2 Whenever the common cil shall it necessary to construct or repair any sidewalk in said city of Albert Lea they shall require the street commissioner lu notify all owners und occupants of nuy lot or parcels of land adjoining such sidewalk to construct or the same at his or their own proper expense und charge within a lime by the tion in the official of said city for not less than two of a notice 10 said owners or soiling forth what work is to be done and the character of the same by such owners or and the time within which they are required to do the SEC 3 If such work not done and the sidewalks not or repaired iu the manner and within the time pre- scribed the common council may order the same to be done by the hired com- missioner at the expense of the Inis and parcels of land adjoining said sidewalks and said expenses shall be assessed up on such lots arid parcels of and so chargeable by the street commissioner and returned by him to the common council and said assessment so made returned if approved by the com- uton council shall become a lieu upon said lots und parcels of land as in case of city county and taxes SEC 4 If said assessment be not paid to the street or tho city treasurer on or before the 20th day of August in any year the common council shall cause a statement of the same to be transmitted with city taxes levied that year to the auditor of the county of on or before the first day of September iti each said auditor shall insert the tamo with the in duplicate statement of taxes annually by him 10 the county treasurer fur col lection tnd payment thereof enforced with and in like manner as city tj and State taxes arc collected and payment thereof enforced ordinance or as aforesaid the of- fender shall bo forthwith committed to the city prison oi said city or if there be no
